- An appropriate 3-year tertiary qualification National Diploma/B-Degree or higher qualification in finance; A minimum of 2 years' experience in Financial Management.
- Competencies: Proven Knowledge in the following: Public Finance Management ACT PFMA, National Treasury Regulations NTR, OPTI, Division of Revenue Act DORA, department instructions and delegations; Compilation of financial statements, Financial Management Systems FMS and PERSAL; Cash flow procedures monthly reporting on revenue and expenditure; Budget process;
- Skills needed: analytical, problem-solving, report writing, communication written and verbal, proven computer literacy MS Office packages, and numerical and mathematical. Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Knowledge and understanding of information systems that aid in the management of knowledge and information pertaining to the line function; Knowledge and understanding of procurement and tendering processes; Knowledge and understanding of policy development, and operational management, monitoring and review processes;
- Knowledge and understanding of modern systems of governance and administration; Knowledge and understanding of public service procedures, processes and systems. DUTIES
- Provide budgeting and planning services; Provide budget monitoring and reporting services; Implement and maintain financial management policies and processes; Maintain financial Information and knowledge management; Coordinate budget inputs from Head Office, SDA's, Chief Directorates and Facilities; Assist with the compilation of the Medium Term
- Expenditure: Framework MTEF budget; Compile and manage Adjustments Budget submissions; Capture and maintain approved budgets and adjustments on BAS; Align departmental budgets with strategic plans, APPs and operational plans; Perform costing of programmes, projects and policy initiatives; Analyse affordability and funding availability.
