Introduction

Our client is seeking an experienced SHERQ Manager to develop and provide efficient and effective SHERQ systems to align with the company’s legal requirements. The ideal professional will ensure that the production and services of the company meet the highest quality standards and that the working practices of the company are delivered to the safety standards implemented as required by the Occupational Health and Safety Act. MUST have worked in a Heavy Manufacturing Industry, Location: Kuils River, Cape Town

Duties & Responsibilities

  • Managing the SHERQ budget and maintaining the SHERQ work processes, leveraging them across multiple units and functions.
  • Ensuring resources are identified and utilized to successfully maintain the SHERQ processes.
  • Maintaining effective communication with all local stakeholders.
  • Coordinating the site emergency response plan with local authorities and mutual aid requirements.
  • Implementing, documenting, maintaining, monitoring, and measuring of the health, safety, and environmental management system.
  • Conducting incident and accident investigations.
  • Ensuring all health and safety applicable legal appointments are documented, issued, signed, and maintained on record, with periodic updates as and where necessary.
  • Ensuring all contractors are screened and inducted for compliance to minimum health and safety requirements and comply with the company’s health and safety specifications.
  • Ensuring compliance with COIDA (Compensation for Occupational Injuries and Diseases act) and Rand Mutual Assurance (RMA) insurance processes
  • Performing inspections on the production / operations floor and review and verification of equipment and tool checklists, inspections, and associated records
  • Ensure the company’s legal compliance is up to date.
  • Reviewing the safety, health and environmental plan, policies, procedures, and company manuals and providing training on same as and when required.
  • Review of Hazard Identification and Risk Assessment (HIRA) analysis and implementing, monitoring, and updating the corrective and preventive actions thereof.
  • Control of ISO processes and documentation.
  • Obtaining Permits
  • Environmental and Air Quality Permits
  • Atmospheric Emission Licence (AEL): Required under the National Environmental Management: Air Quality Act (NEMAQA) if your plant runs metallurgical heating, electric arc furnaces, or blast furnaces. Applications are processed via the City of Cape Town .
  • Environmental Authorisation (EA): Mandated by the National Environmental Management Act (NEMA) via a Basic Assessment or Environmental Impact Report through the Western Cape Department of Environmental Affairs and Development Planning (DEADP) before launching industrial operations.
  • Water Use Licence (WULA): Required from the Department of Water and Sanitation if your manufacturing process extracts groundwater or discharges industrial wastewater.
  • Fire and Safety Certificate: Issued by the City of Cape Town Fire and Rescue Service after inspecting the premises for safe handling of high heat, gas, and hazardous materials.

Desired Experience & Qualification

  • National Diploma in Safety Management / SAMTRAC or the equivalent qualification for this role.
  • 5-7 years’ experience in SHERQ management or related position and managing a team.
  • Ability to build a high-performance team.
  • Proven experience having worked with Hazard Identification Risk Assessment (HIRA)
  • Previous experience managing a SHE Officer & SHERQ systems.
  • Experience in Root Cause Analysis (RCAT)
  • Proven record and internal auditor
  • Good understanding of the  Occupational Health & Safety Act., Environmental Act & the COID act.
