Duties & Responsibilities

Responsible for the administration, review, coordination, and finalisation of Section 14 transfer processes between retirement funds, while ensuring legislative compliance, operational accuracy, and adherence to prescribed turnaround times.

The role requires strong technical knowledge of retirement fund administration, Section 14 transfers, Recognition of Transfers (RoTs), financial calculations, and stakeholder management.

Section 14 Administration & Processing

  • Submit transfer documentation to the Valuator for certification of financial soundness
  • Coordinate Trustee approval and certification of transfer documentation
  • Transmit completed transfer documentation to receiving funds and the FSCA for approval
  • Prepare transfer schedules and facilitate the transfer of assets within legislative timelines following FSCA approval
  • Coordinate the disinvestment and transfer of assets to transferee funds
  • Calculate and apply late payment interest where transfers exceed prescribed timelines
  • Prepare Form G adjustments where transfer amounts have changed  Process Recognition of Transfers (RoTs) where required
  • Complete transfer-in A forms and submit for valuation certification and FSCA approval

Customer Service & Stakeholder Management

  • Engage professionally with employers, members, trustees, valuators, receiving funds, FSCA, and other stakeholders
  • Provide accurate and timeous responses to queries relating to transfers and retirement fund administration
  • Ensure ongoing communication with stakeholders regarding transfer status and outstanding requirements
  • Maintain strong working relationships with internal and external stakeholders

Team Support & Client Service

  • Ensure all Section 14 transfers comply with the Pension Funds Act and related legislative requirements
  • Provide technical guidance on Section 14 transfers, divorce matters, maintenance matters, and related retirement fund legislation
  • Review transfer calculations and supporting documentation for accuracy and compliance
  • Identify and mitigate operational and compliance risks within the Section 14 environment
  • Monitor transfer turnaround times and escalate delays where necessary
  • Support management with technical input and recommendations relating to Section 14 matters

Leadership & Operational Support

  • Provide guidance and mentorship to Section 14 Administrators
  • Review work completed by junior administrators for quality and compliance purposes
  • Assist with process improvements and operational efficiency initiatives  Support training and knowledge-sharing initiatives within the team  Assist management with reporting and operational oversight within the Section 14 environment

Desired Experience & Qualification

Minimum Requirements

  • Degree or Diploma in Law (LLB), Finance or related qualification
  • RE5 qualification advantageous
  • Minimum of 5 years’ Retirement Funds Administration experience
  • Minimum of 3 years’ experience dealing specifically with Section 14 transfers and RoTs
  • Retirement Funds Claims experience across all claim types
  • Strong knowledge of the Pension Funds Act and retirement fund legislation
  • Experience with transfer calculations and retirement fund financial administration
  • Everest administration system knowledge advantageous
  • Proficiency in MS Office Suite (Word and Excel)

Knowledge & Skills: Key

  • Advanced understanding of Section 14 transfers and Recognition of Transfers (RoTs)
  • Knowledge of the Pension Funds Act, Divorce Act, Maintenance Act, and Income Tax Act
  • Good understanding of retirement fund administration and fund rules
  • Strong analytical and problem-solving ability
  • Excellent planning, organisational, and administrative skills
  • Strong attention to detail and accuracy
  • Ability to manage high-volume and time-sensitive work
  • Excellent verbal and written communication skills
