Senior Electrical Cost Engineer & Project Controls Manager

Introduction

BT Projects is seeking an experienced Senior Electrical Cost Engineer and Project Controls Manager to lead project estimating, costing, commercial management, budgeting and project controls across electrical engineering, industrial, power generation, distribution, maintenance and infrastructure projects.

The successful candidate will have a strong electrical engineering and cost engineering background , with proven experience in estimating, project controls, quantity surveying, contract administration and commercial management.

This is not a general building quantity surveying position . Direct experience in electrical, industrial, power generation, electricity distribution, Eskom or energy-related projects is essential.

Duties & Responsibilities

KEY RESPONSIBILITIES

• Review tender documents, drawings, specifications, BOQs, contract data and scope requirements.

• Prepare detailed electrical project estimates, cost build-ups and commercial pricing schedules.

• Develop labour, material, plant, subcontractor, transport, overhead and profit calculations.

• Prepare cost models for lump-sum, remeasurement, schedule-of-rates, maintenance, outage and cost-reimbursable contracts.

• Identify scope gaps, exclusions, assumptions, qualifications and commercial/pricing risks.

• Support tender adjudication, management approvals, client clarifications and commercial negotiations.

• Convert approved estimates into project budgets, cost codes and control baselines.

• Monitor commitments, actual costs, accruals, cost-to-complete and forecast final costs.

• Prepare monthly cost reports, cash-flow forecasts, margin reports and variance analyses.

• Measure quantities from drawings, BOQs, site records and progress reports.

• Prepare and review payment applications, progress valuations and final accounts.

• Review supplier and subcontractor quotations, claims, invoices and final accounts.

• Support procurement adjudications and subcontractor commercial evaluations.

• Prepare, assess and substantiate variations, compensation events and claims.

• Maintain registers for variations, claims, risks, assumptions and commercial actions.

• Support Project Managers with contractual notices, early warnings and commercial correspondence.

• Develop and maintain rate libraries, cost databases, estimating templates and project-control procedures.

TECHNICAL EXPERIENCE REQUIRED

Experience in costing, estimating and commercial management of projects involving:

• Eskom power stations, distribution networks and industrial plants.

• HV, MV and LV electrical installations.

• Substations, transformers, switchgear, protection and control systems.

• Power, control, instrumentation and communication cabling.

• Cable racks, trays, ladders and support systems.

• Motors, drives, MCCs, DBs, panels and electrical balance-of-plant systems.

• SCADA, telemetry, automation and metering systems.

• Earthing, bonding and lightning protection.

• Testing, commissioning, refurbishment and maintenance.

• Planned outages, breakdown work and "as and when required" maintenance contracts.

• Energy-efficiency, demand-management, embedded generation and BESS-related projects will be advantageous.

Desired Experience & Qualification

PROFESSIONAL REGISTRATION – ADVANTAGEOUS

• ECSA Pr Eng / Pr Tech Eng

• SACQSP PrQS

• SACPCMP PrCPM

• PMP

• Certified Cost Professional (CCP) or equivalent

SOFTWARE SKILLS

Competence in

• Microsoft Excel

• Microsoft Project or equivalent

• Microsoft Word and PowerPoint

• Estimating, QS, project controls or accounting software

Experience with Candy, CostX, WinQS, Primavera P6, Power BI, Xero, SAP or similar systems will be advantageous.
