QUALIFICATIONS AND EXPERIENCE

  • Bachelor of Arts BA Degree at NQF Level 7 in Political Science/Law/Governance/Social Sciences or related field
  • A minimum of 7 - 10 years' relevant experience of which at least 3 years have been at an equivalent level within a medium to large sized organization.
  • A Valid Driver's License with own vehicle and frequent travelling.
  • Sector Knowledge and an understanding of the policy, legislative, governance and regulatory frameworks governing the sector; and those applying to the LG Sector.

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS

  • Strategic Management: The Senior Advisor to assist the Provincial Director of Operations in the strategic management of the provincial office and will be operating out of the Governance unit .To provide advice and support to municipalities on key governance issues with particular focus on: Councillor Support and Welfare; Good Governance, Oversight, Accountability, Ethics, Integrity Management and Anti-corruption; Public Participation, participatory and inclusive governance; as well as Traditional leadership and its role in local democracy and development and provide substantive input on relevant policy and legislation .To participate and lead in relevant technical provincial intergovernmental relations structures. To coordinate and provide technical support to provincial working groups. To participate in SALGA intergovernmental relations structures when required and facilitate capacity building initiatives and knowledge sharing sessions for councillors and officials dealing with Governance, Build the profile of local government in the province.
  • Monitoring and Evaluation: Support the development and implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance, and programmatic implementation in municipalities; Maintain records as per SALGA policy and ensure that all project records are uploaded into the company knowledge management system; Create a high-performance culture on all projects and report on progress against milestones.   • Stakeholder Management: Ensure appropriate and timely communications with all stakeholders; Build partnerships with relevant stakeholders to ensure programme success and to increase SALGA's capacity to make an impact; Create reports to communicate about the programme and provide updates on relevant communications platforms. Convening and participating in relevant forums as required.
  • Financial and expense Monitoring: Assist with the preparation of annual budgets and monitoring of the monthly expenditure in area of accountability; Assist in the identification of potential revenue sources in area of responsibility where applicable; Participate in procurement committees as required and adhere to procurement requirements and deadlines for identified programmes; Monitor sponsorship payments according to the contract and track programme implementation against the budget;
  • Actively save costs in the area of responsibility.
