- Matric and Bachelor's degree NQF 7 in Accounting or equivalent qualification.
- 5 years' experience in management and reporting of third-party fund.
- Professional certification will be an added advantage.
- Honour's degree NQF 8 in Accounting or equivalent qualification may serve as an added advantage.

KEY PERFORMANCE INDICATORS
Financial reporting
- Prepare EQF IFS and AFS for submission to EQF Manager for review.
- Prepare monthly and quarterly EQF financial and non-financial performance reports for review by the EQF Manager.
- Prepare EQF presentations for review by EQF Manager.
- Calculate the daily and Monthly BFP and prepare all necessary reports in relation to BFP.
- Review and resolve complex accounting and reporting matters to ensure accurate financial reporting.
- Analyse financial results, investigate significant variances and recommend corrective actions where required.
- Interpret and apply GRAP, Treasury Regulations and applicable financial legislation in preparing financial reports.
- Review the quality, completeness and integrity of financial information prior to submission.
Tax Submissions
- Establish working methods for the submission of tax returns and provide guidelines to Accountants to avoid penalties.
- Review tax returns, SARS requests and reports and tax reconciliations.
- Coordinate the timeous preparation of tax calculations by the external service provider. Review VAT for return submissions per subsidiary.
- Submit tax returns and income tax returns.
- Interpret taxation legislation applicable to the Equalisation Fund.
- Resolve complex taxation queries and exceptions.
- Review tax risks and recommend appropriate mitigation measures.
- Evaluate the financial implications of changes in taxation legislation.
Audit Process Facilitation
- Oversee the development action plan for internal and external audit findings.
- Oversee the process of implementation of the audit action plans for the AFS report accordingly.
- Monitor the execution of action plans by subsidiaries and report accordingly.
- Investigate the root causes of audit findings and recommend sustainable corrective actions.
- Provide technical responses to internal and external audit queries.
- Evaluate the effectiveness of implemented corrective actions.
- Identify opportunities to strengthen governance and financial controls.
Internal controls/Financial controls
- Identify emerging financial risks and recommend appropriate mitigation strategies and act as the risk champion for EQF.
- Consolidate and report back on implementation of risk mitigation plans.
- Develop and maintain EQF policies, procedures and process manuals.
- Ensure standard Finance, Treasury and SCM Policy Framework across EQF by reviewing financial policies and processes and recommend continuous improvement initiatives. Monitor compliance to GRAP and National Treasury reporting guidelines.
- Evaluate the adequacy and effectiveness of financial controls and application software for transactions and financial reporting and recommend the adequate system.
- Review and identify potential control weaknesses and report to the IFRS specialist.
- Ensure the accurate implementation of financial policies and accounting standards and report any exceptions
Transactional Accounting Functions
Perform day-to-day transactional functions encompassing the following:
- Payments
- Management of ledger accounts - preparation and posting of journals
- Technical accounting matters
- Perform monthly reconciliations and verification of third-party payments.
- Manage loan accounts.
- Collaborate with SCM in managing timeous payment of creditors.
- Implement revenue management function.
- Prepare payments of levy claims by the oil industry.
- Ensure payment of suppliers in accordance with Treasury Regulations.
- Follow-up on the debtors and advise on overdue debts and propose solutions.
- Compile Compliance Certificates on clearing of accounts and provide reasons for accounts not cleared.
- Provide technical oversight over transactional accounting activities.
- Investigate and resolve complex reconciliation differences.
- Review unusual accounting transactions and determine appropriate accounting treatment.
- Monitor ledger integrity and resolve accounting exceptions.
- Recommend improvements to accounting processes and controls.
People Management
- Develop staff plans to manage the staff availability.
- Manage the administration of staff i.e. leave approval and travel expense approval.
- Conduct quarterly performance reviews of subordinates and attend to areas of non-performance.
- Identify training and development opportunities for subordinates.
- Provide technical coaching and mentorship to subordinates on financial management issues and on complex accounting matters.
- Develop technical capability within the accounting team
- Participate in the recruitment of staff members.
- Supervise outputs to ensure the deliverables of the Department are met.
- Review accounting outputs to ensure compliance with accounting standards.
- Promote knowledge sharing and continuous professional development.
Thought leadership
- Research on the fuel price matters and contribute to changes in the EQF operations.
- Attend and lead awareness workshops in relation to EQF activities.
- Research /develop new financial management techniques.
- Promote best practice in financial management across the Equalisation Fund.
