QUALIFICATION

  • Grade 12.
  • Bachelor's degree NQF 7 in Supply Chain Management, Law, Business Management, or related field.

EXPERIENCE

  • Minimum 5 years' experience in Supply Chain Management, procurement, or related operational roles.
  • Strong understanding of PFMA, PPPFA, PPM, Preferential Procurement Regulations, and National Treasury frameworks.
  • Demonstrated experience in monitoring SCM compliance, conducting analysis, and preparing performance reports.
  • Experience contributing to the design or implementation of SCM governance frameworks, policies, or improvement initiatives.

CRITICAL PERFORMANCE AREAS

Procurement Operations and Process Assurance

  • Ensure transparent, fair, and efficient execution of procurement activities within the Bid Specification and Bid Evaluation Committees BSC/BEC.
  • Identify, assess, and mitigate procurement-related risks in line with SCM policies and internal controls.
  • Drive efficiency and consistency in end-to-end procurement processes, including Contracts Lifecycle Management CLM, to achieve timely and value-driven outcomes.
  • Monitor and confirm compliance of procurement processes before and after bid awards to minimise operational errors and support process integrity.
  • Oversee and assure accuracy, accountability, and transparency during bid closure, receipt, recording, and opening stages.
  • Support adjudication structures by serving as Deputy in secretarial functions to the Armscor Adjudication Committees, ensuring adherence to Delegation of Authority and governance frameworks.

Governance and Policy Support

  • Contribute to the development and continuous improvement of SCM and Finance policies, procedures, and processes.
  • Ensure adherence to all statutory, regulatory, and organisational requirements.
  • Assist in implementing fraud controls, risk prevention measures, and governance processes to identify, mitigate, and manage operational risks.
  • Support internal and external audits by providing required evidence and documentation.
  • Maintain quality risk management standards in line with organisational and industry requirements.
  • Review and optimise Standard Operating Procedures SOPs in consultation with managers to enhance business efficiency.
  • Uphold compliance with all relevant laws, policies, and SOPs across the organisation.

Compliance, Risk Management, and Process Improvement

  • Monitor compliance across SCM operations, ensuring alignment with organisational policies and standards.
  • Identify, assess, and mitigate operational and procurement risks, implementing tools and processes for proactive risk management and fraud prevention.
  • Maintain compliance records and ensure audit readiness at all times.
  • Review and optimise procurement and SCM processes to enhance efficiency, effectiveness, and value delivery.
  • Benchmark practices against industry standards and implement targeted process enhancements.
  • Foster a culture of continuous improvement, knowledge sharing, and innovation within SCM functions.
  • Track and report on the measurable outcomes of process improvements to inform management decisions and strengthen operational performance.

Research, Improvement & Knowledge Management

  • Research local and international SCM compliance trends and good practices to identify and recommend improvements.
  • Assist with the implementation and monitoring of Governance Improvement Plans and the SCM control framework.
  • Maintain SCM monitoring-related knowledge and information.

KNOWLEDGE & FUNCTIONAL SKILLS

  • Understanding of public sector supply chain management frameworks and regulatory requirements.
  • Oversight and support of tender processes, including handling disputes.
  • Conducting compliance audits, risk assessments, and preparing reports.
  • Monitoring, evaluating, and managing SCM processes and information.
  • Interpreting policies and ensuring alignment with organisational objectives.
