Job Overview

The Resident Engineer (RE) will be responsible for the day-to-day management and supervision of construction activities, ensuring that the project is delivered in accordance with approved designs, technical specifications, budget, and project schedule.

Key responsibilities include overseeing the Contractor’s performance and activities, providing technical direction and issuing instructions where required, monitoring progress and compliance, and maintaining regular communication and reporting to the Designer and/or Client.

This is a 13-month fixed term contract position based in Mpumalanga, with an immediate start.

Minimum Qualifications & Experience • Minimum of a Bachelor's degree / NQF Level 7 qualification in Civil engineering. • More than ten (10) years’ experience in road construction and civil infrastructure projects. • Experience in construction supervision and contract administration. • Sound knowledge of road construction materials, pavement works, earthworks, drainage, and associated      infrastructure. • Experience with measurement, payment certification, variations, claims, and project reporting. • Knowledge of applicable construction, health and safety, environmental, and quality-control requirements. • Registration as a Professional Engineer (Pr Eng) or Professional Engineering Technologist (Pr Tech Eng) with the         Engineering Council of South Africa (ECSA

Supervision and Construction Management • Supervise the planning, coordination, and implementation of the project. • Ensure construction works are executed in accordance with approved drawings, specifications, method statements, and applicable standards. • Attend and facilitate site handover activities. • Undertake contract administration procedures in accordance with the conditions of contract. • Prepare pro-active estimates of proposed variations to support informed client decision-making. • Issue construction documentation in accordance with the documentation schedule. • Attend site, technical and progress meetings. • Oversee working of all engineering personnel and inspect all materials. • Resolve all construction processes and recommend improvement. • Review the contractor's progress at all times and prepare progress reports. • Identify project constraints, delays, and potential risks, and recommend appropriate corrective and mitigating         measures. • Ensure effective and continuous communication with the Client, Contractor, Designer, and other project      stakeholders. • Provide clarification on drawings, specifications, and technical details during construction as required. • Monitor project deliverables to ensure that they are achieved in accordance with the required quality, time, and cost objectives. • Conduct risk management for every stage of the project. • Update and issue the drawings register. • Issue contract instructions as and when required. • Manage project time against scheduled milestones. • Ensure that projects adhere to all government and industry standards and guidelines. • Ensure that all special permits, wayleaves, or records that need to be obtained have been obtained, recorded, and stored properly. • Ensure that all projects and activities have an approved safety plan that health and safety issues are managed through the project plan. • Ensure that hazards arising from or associated with project activities undertaken are identified, reported, and managed. • Ensure compliance to specifications and construction schedules. • Inspect the works for quality and conformity to contract documentation. • Review the outputs of quality assurance procedures and advise the contractor and the client on the adequacy and need for additional controls, inspections, and testing. • Review and comment on close out documentation. • Inspect completed works, facilitate practical completion inspections, and issue practical completion certificates and defects lists in accordance with the contract. Quality Management System (QMS) • Compliance with the company’s quality policy and objectives. • Apply quality control in the execution of all the stages throughout the project. • Identify potential risks and implement mitigating strategies throughout the project. • Review and monitor laboratory and field test results, including compaction, grading, moisture content, concrete, asphalt, and pavement-related tests. • Witness inspections and testing as required under the contract. • Identify and report non-conformances to ensure that corrective action is taken and preventative measures are put in place in accordance with the QMS standards • Ensure that quality-control documentation is properly maintained and submitted.
