Remuneration

  • R 487 197 - R 573 897 per annum Salary level 9

Job Purpose

  • The Department of Local Government, Western Cape Government has an opportunity for a suitably qualified and competent individual to plan, organise, coordinate and build partnership relationships with all spheres ofgovernment in the Region, ensuring effective and efficient co-operative governance implementation of the Provincial Community Development Worker Programme in the region;thereby helping to implement local strategies to break the poverty cycle in the region, and to improve community access to all government services.

Minimum Requirements

  • An appropriate 3 year National Diploma/B-Degree equivalent or higher qualification; A minimum of 3 years relevant experience; A valid Code B or higher driving license. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.

Key Performance Areas

  • Develop and maintain sound inter-governmental relations; Monitor and maintain regular contact and supervision of CDW Supervisor and contact with CDWs; Co-ordinate, monitor and manage the required information; Inform the CDWP Manager of all issues; Gather relevant information and co-ordinate appropriate actions relevant information and co-ordinate appropriate actions; Undertake Any Other Tasks or Interventions in the Regions; Managerial functions.

Competencies

  • Working knowledge and understanding of the following: Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Information systems that aid in the management of knowledge and information pertaining to the line function; Project management; Operational management practices; Procurement and tendering processes; Policy development, and operational management, monitoring and review processes; Modern systems of governance and administration; Public service procedures, processes and systems; Knowledge and understanding of the regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; Public finance, human resources and discourse management processes; Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; Province and the activities of sister departments/related functional areas; Policies of the government of the day; Labour Relations legislation and regulations; Performance management in general. Skills in the following: Numeracy; Literacy; Computer Literacy; Language skills; Project Management; Accounting, Finance and Audit; People Management; Intergovernmental Relations; Stakeholder Management.
