Strategic Management
- Manage and implement programme and project plans and outcome decisions taken at EXCO and Steering Committee level and ensure performance in the specific functional area.
- Determine and operationalise and implement the Primary mandate projects and continually scan the environment to optimise opportunities and mitigate risks
- Develop Annual Performance Plans APP and ensure alignment with HDA APP.
- Determine optimal utilisation and mobilisation of resources across other organs of State Province, Municipalities, and sister agencies SHRA and NHFC.
- Develop, determine and implement set precedents for how work should be done in respect of agreed HDA investment guidelines.
- Prepare monthly and quarterly reports and ensure timeous reporting.
- Strategy development and implementation.
- Develop proposals for HDA's appointment as Developer of choice by other organs of state.
Stakeholder Engagement and Consultants
- Network with relevant role-players and make appropriate contact with public sector and private organisations.
- To forge partnerships with programme project stakeholders.
- Gather relevant information key decision-making processes, strategic choices, and timing of priorities.
- Promote the HDA function, mandate and function through consultations, networking with people, representing the HDA as well as addressing queries on the HDA programme services.
- Consulting with the relevant public sector bodies to identify areas of programme and project mandate alignment to inform the structuring of operational programmes and plans.
- Establish processes to ensure full, end-to-end coordination between all involved parties.
- Structuring and implementing intergovernmental agreements MoUs, MoAs, IPs.
Programme Oversight
- Ensure the planning and delivery of the Primary Mandate.
- Define multi-year and annual operational plan to mobilise capital funding for the programme projects within the programme as well as HDA strategic programme projects opportunities and include measurable targets for delivery and allocated responsibilities.
- Consult and communicate the plan and programme annually to relevant stakeholders including team members and managers together with the National Department of Human Settlements before the conclusion and implementation of plan.
- Ensure the programme and plan is aligned with the National Departments and HDA organisational strategy and direction, values and mission before finalised and implemented.
- Ensure and build relationships with key sectors stakeholder and role players relating to this programme.
Programme Management and Administration
- Overall Management of strategic programmes and all appointed staff.
- Manage administrative support to ensure the effective implementation of the Primary Mandate.
- Ensure that clear and explicit work processes and procedures are established and understood in all assigned sections and set up systems and methodologies to monitor the execution and performance of the programme.
- Identify inefficient and costly practices, and recommend corrective actions/ improvements enhancing the performance and effectiveness of the Programme.
- Control quality and quantity of worked performed, guide the team and carry the overall responsibility for the task fulfilment as per the operational plan.
- Familiarity with property development value chains and catalytic project development.
- Knowledge of risk management frameworks in large-scale infrastructure programmes.
- Exposure to spatial transformation and catalytic human settlements programme.
- Knowledge of human settlements delivery frameworks and housing development processes.
- Understanding of public sector programme management and infrastructure delivery models.
Oversee the assigned functionary managers that
- Detailed project plans and necessary and satisfactory project procedures are established to direct all project work to maintain timely execution and quality of work.
- Results are compiled, documented, and forwarded to in required format, quantity, and quality, and ensure timely and correct presentation and explanation of results.
- Risks are proactively managed.
- Progress review and coordination meetings, are held regularly with key project team members, and other project stakeholders.
- Progress is diligently monitored and that bottlenecks and related issues are proactively tracked.
- Costs are properly and orderly tracked, and maintained within approved project budgets.
- Project schedules are followed and deadlines are met.
Sup-programme management, support and performance
- Support and guide the work of the technical team. This includes project planning, preparation and coordinating specific support.
- Determine and operationalise processes to implement the sub-programmes in line with the overall objectives of the programme and strategy.
- Quality manages and signoff all submissions and governance approvals and other inputs as may be required and agreed with the Head of Department.
Budgeting and Financial Management
- Develop programme budgets in line with agreed feasibilities, available funding and operational planning for the CIO Office.
- Managing the programme budgeting and cash flows.
- Address any programme budget variances.
- Provide feedback and input to the overall HDA budget as required.
People Management
- Select, assign and manage people
- Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system
- Build and manage relationships with staff members
- Manage and support staff development
- Develop and manage the implementation of succession plans for key individuals and critical positions
- Implement the HDA HR policies and procedures as required
- Manage Risks and assist the CIO to address issues as and when they arise.
- Managing multi-stakeholder programmes government, private sector, DFIs.
- Managing professional teams consultants, contractors, implementing agents.
Requirements
- A postgraduate qualification at NQF Level 8 or higher in Built Environment including Planning, Engineering, Architecture and Construction or Project Management.
- Professional registration with a relevant built environment or project management body e.g., ECSA, SACPCMP, PMI.
- 5–7 years' experience in project and programme management within the built environment.
- At least 3 years' experience in human settlements or public sector infrastructure delivery.
- Minimum 2 years at senior management or programme leadership level with proven experience in.
- Knowledge of PFMA, public sector procurement, and governance frameworks.
- Understanding of intergovernmental relations IGR and municipal planning systems IDPs, SDFs, BEPPs.
- Knowledge of project lifecycle management planning, feasibility, implementation, monitoring, close-out.
- Knowledge of grant funding sources within the sector.
- Understanding of public-private partnerships PPPs.
- Valid Driver's License Code B.
