Introduction

The Payroll Administrator will oversee payroll processing and HR administration for a steel manufacturing plant with a diverse workforce that includes furnace operators, rolling mill operators, artisans, and general workers. This role requires handling complex payroll structures such as shift allowances, overtime, standby pay, and production bonuses, while ensuring strict compliance with South African labour legislation and union agreements.

Duties & Responsibilities

Payroll Administration (Steel Industry Specific)

•    Administer payroll for a large workforce including shift workers, artisans, and plant operators.

•    Accurately calculate and process

•    Overtime (daily/weekly as per BCEA).

•    Shift allowances (night shift, rotational shifts, weekend work).

•    Hazardous/danger pay for furnace and high-risk areas.

•    Standby/call-out allowances for maintenance staff.

•    Production incentive/bonus schemes tied to steel output.

•    Maintain records of clock-in/clock-out and biometric systems.

•    Reconcile payroll with Human Resource Manager and prepare monthly reports for management.

•    Prepare and submit EMP201, EMP501, UIF, PAYE, and SARS submissions.

•    Responsible to ensure year end IRP5 recons are compiled accurately and declared to SARS.

HR Administration

•    Maintain updated employee records (contracts, medical fitness, trade certifications).

•    Coordinate onboarding and site induction aligned with steel industry safety requirements.

•    Administer provident fund, medical aid, bonuses, and other benefits.

•    Track and report absenteeism, sick leave, and overtime trends.

•    Assist with performance management documentation and disciplinary processes.

•    Provide HR policy guidance to supervisors.

Compliance & Industrial Relations

•    Support HR Manager with CCMA preparation and hearings documentation.

•    Ensure HR practices comply with BCEA, LRA, OHSA, and company policies.

•    Assist with HR and payroll data required for Department of Labour inspections or audits.

Desired Experience & Qualification

•    Diploma/Degree in Human Resources, Payroll, or Finance.

•    Payroll software certification (SAGE).

Experience

•    Minimum 3–5 years’ experience in payroll and HR administration within the steel/heavy manufacturing industry.

•    Experience managing high-volume payrolls (200–1000+ employees, including hourly-paid and shift-based).

•   Candidate should have experience in completing payroll tasks manually
