Job Purpose

  • To protect and secure the interests and property of SARS through the application and management of physical measures and manage the activities, tasks and functions of Security in the Regions.

Education and Experience

Minimum Qualification & Experience Required

  • Security related Diploma such as Security Management Diploma/ Police Diploma/ Diploma in Military / Diploma in Correctional Service AND 5 - 7 years' experience in a Tactical Security environment, of which 1 year at a supervisory level

OR

  • Senior Certificate NQF 4 AND 10 years' experience in a Tactical Security environment, of which 1 year at a supervisory level

Job Outputs

  • Conduct inspections in order to monitor adherence to the procedures as well as quality service delivery by outsourced security service provider.
  • Coordinate the regional control room operations and ensure that the security equipment is maintained by a professional service provider.
  • Accumulate information to report on work progress and use for decision making purposes and the identification of improvement opportunities. I
  • Apply discretion and judgement to diagnose symptoms, causes and effects and to make decisions to overcome problems and to provide solutions. I
  • Apply the necessary discretion and judgment in making decisions and overcoming obstacles in order to attain set goals and objectives for area of accountability.
  • Deploy resources appropriately and anticipate and resolve problems to ensure that tactical targets are achieved within agreed deadlines and standards. I
  • Ensure procedures, policies and mandates are clearly understood and complied with.
  • Ensure the development, alignment and implementation of end-to-end processes within area of accountability for continued process improvement. I
  • Frequently report on progress of unit and or team against pre-defined objectives and standards, ensuring accurate representation of facts. I
  • Implement change and provide guidelines to direct reports defining the impact of change, the change itself and new requirements as a result of the change. I
  • Implement resource plans in line with delivery and performance objectives, on budget and in partnership with specialised areas. I
  • Link and communicate unit's objectives back to mandate, schedule and prioritise activities and allocate work to meet identified work outputs. I
  • Manage a work function or unit by focusing on the delivery and achievement of set objectives within specified time frames, costs and standards. I
  • Plan and organise multiple work outputs by assigning priorities and continuously reviewing objectives and goals. I
  • Provide input into the development of the tactical strategy as well as develop and implement a supporting operational strategy. I
  • Manage and oversee the overall regional Physical Security function and identified risks by conducting routine site visits and compliance audits.
  • Establish and maintain relationships with internal and external stakeholders i.e. law enforcement agencies
  • and relevant external bodies such as the SSA.
  • Respond to emergency cases and provide guidance on appropriate actions to be taken e.g. State Warehouse incidents.
  • Continuously assess and monitor employee compliance / adherence to security procedures and advise business on appropriate actions to be taken where there are security issues.
  • Provide input into the development and maintenance of security policies and procedures, communicate and raise awareness across SARS.
  • Engage in preliminary investigations where security breaches have been identified and compile incidents reports.
  • Manage contracts with security service providers providing services to SARS and monitor performance and ensure adherence to SLAs in place.
  • Conduct risk assessments for existing and new sites and advise business, CRE, etc. accordingly, implementation of risk mitigations and monitoring and management thereof.
  • Manage security systems and SLAs in place with service providers, including conducting assessments and identify suitable areas to install security systems and surveillance equipment.

  • Draw up a budget aligned to operational delivery plans, monitor and report on variances. I
  • Ensure team's adherence to specified policies, standards and procedures to prevent and reduce wastage on financial resources and escalate associated risk. I
  • Implement, manage and report on cost improvement objectives and communicate or escalate any shortfalls. I
