Salary : R 760 056 - R 986 580 per annum T16 Additional Service Benefits : Medical Aid, Pension, Housing Allowance subject to prescribed requirements, 13th Cheque and Group Life Insurance Perks : Cellphone and Vehicle Allowance subject to prescribed requirements MINIMUM REQUIREMENTS:

  • A relevant 3-year tertiary qualification, preferably a National Diploma or B Com with financial accounting as a major subject
  • Computer literacy: MS Office
  • 8 years or more relevant experience covering all aspects of the relevant financial process and the
  • Management of financial information or having gained specialist experience in a finance discipline, which includes 2 years of supervisory experience
  • Valid Driver's License

KEY PERFORMANCE AREAS

  • Ensure that the George Municipality's valuation and rating legislative requirements are met.
  • Ensure the management of staff and technical resources in such a way that the most effective results are achieved as well as ensure staff are managed and motivated in accordance with the Directorate's strategic and operational plan.
  • Ensure that fair and accurate values are reflected on the valuation roll in terms of requirements of legal provisions and prescriptions.
  • Ensure that Council applies best international practice thereby ensuring that the most cost-effective methodologies are applied.
  • Ensure that the accounting functions are managed and performed according to national guidelines and Council policies.
  • Ensure that the Rates and Taxes Division has implemented requirements of legal provisions and prescriptions.
  • Define the actions that need to take place to successfully complete general and supplementary valuations, as well as debit raising of rates and taxes.
  • Ensure that Council's position at Valuation Appeal Boards is competently addressed.
  • Ensure that the abilities of staff are continually enhanced, thereby ensuring optimum application of resources.
  • Ensure that expenditure on the budget is monitored and remedial action taken where necessary.
  • Ensure that administrative sequences dictating income-related requirements are complied with and correspondence responded to through the provision of accurate information.
  • Ensure that performing statistics are captured accurately for submission to Government Departments and other role players.
  • Give effect to Council's Batho Pele principles as well as ensure that effective communication facilitates the stringent time requirements of the valuation process.
  • Ensure that a climate, conducive to promoting and sustaining motivational and performance levels, is cultivated and maintained to enable the Section to contribute positively to the Department's service level objectives and outcomes.

SPECIAL CONDITIONS ATTACHED TO THE POST

  • Must be able to communicate in at least two of the three official languages of the Western Cape.
  • Must have good interpersonal and managerial skills.
  • Must be able to handle conflict situations.
  • Must have good communication and interpretation skills.
  • Must be dedicated and have the ability to apply attention to detail.
  • Must be reliable and trustworthy.
  • Must have good leadership and people skills.
  • Must be willing to attend meetings after normal office hours.
