- Manages the functional key performance areas, processes and procedures associated with the planning, drafting and review of the Integrated Development Plan,
- Interpreting and aligning objectives towards the accomplishment of specific outcomes and, reporting on the application, intervention and achievement of developmental initiative according to the vision strategies and policies of the Integrated Development initiative in the interests of the local community promoting sustainable development aimed at improving quality of life.
- Plans and controls the key performance areas and objectives associated with the iLembe District Municipality's Planning Section, through the preparation of a Spatial Development Framework to strategically guide and direct future growth in the Municipality's geographical area, and execution and application of procedures, regulations and standards in order to ensure plans and related policies identified in the IDP are afforded priority.
- To manage the Planning and IDP Unit by planning, organizing, coordinating and controlling staff functions and activities in such a manner as to ensure the sound future development of the Municipality in an orderly, safe, efficient, sustainable manner and the sound land management of all existing urban and rural areas in order to improve the quality of life for all citizens.
- Ensure that the planning and review processes contribute and complement development plan and strategies that give effect to the principles of cooperative government;
- Analyses and evaluates the Municipality's performance against specific objectives and deliverables encapsulated in the Plan;
- Mapping alternatives and/ or solution to address alignment to community priorities and statutory requirement in terms of the Integrated Development Plan;
- Disseminate strategic, functional and operational information on the immediate, short- and long-term objective and, current developments, problems and constraints;
- Managing planning and development projects in terms of the IDP in order to ensure that the SDF guides the Municipality's future growth and investment, and the upgrading and improvement of identified areas;
- ensure that the laid down administrative procedures and reporting requirement are complied with and that an accurate information is disseminated to support specific decision/ actions;
- Set targets and monitor processes and deadlines for planning process as prescribed by the legislation;
- Submission of monthly, quarterly and annual report to the Municipal Manager on planning matters.
Requirements
REQUIREMENTS
- Post Graduate qualification in Town and Regional Planning
- Computer Literacy MS Word, Excel, PowerPoint
- Knowledge of relevant legislation & ordinances
- Knowledge of municipal procedures, as well as systems and how they are related to external organisations
- Registration with the South African Council for Town and Regional Planners as professional town and Regional Planner
- Solution orientated, Analytical
- Open minded, Objective
- Valid Driver's Licence
- 5 - 7 years' experience in a role related to this position

- Institutional Governance: Knowledge of council operations, delegation of powers, and intergovernmental relations.
- Policy & Legislative Compliance: Advanced understanding of SPLUMA, Municipal Systems Act, MFMA, and related planning legislation.
- Risk & Audit Management: Establishing governance systems, ensuring compliance, and participating in internal audit processes.
