Task Grade 15 of a Grade 2 Municipality R613 976.88 per annum plus normal fringe benefits. Subject to Job evaluation outcomes.

REQUIREMENTS

  • Matric, a 3-year National Diploma/Diploma/Degree in Urban/Town and Regional Planning, Registered with professional body South African Council for Planners SACPLAN. A minimum of 5 years relevant experience in Land Use Management Systems or Spatial/ Town Planning. Valid driver's licence.

  • Analytical skills.
  • Ability to work under pressure.
  • Strong analytical and report- writing skills, knowledge of GIS software e.g., Esri Suite, and proficiency in policy interpretation.
  • Ability to interpret complex spatial information and project data.
  • Strong verbal and written skills for drafting reports, making presentations, and negotiating with stakeholders.
  • Knowledge of Geographic Information Systems GIS, CAD software, and spatial modelling.
  • Creative approach to addressing urban & rural challenges.
  • Developing innovative solutions for spatial and land-use problems.

RESPONSIBILITIES

  • Analyse building plans, rezoning applications, and site plans for compliance with the municipal, local, and national regulations.
  • Contribute to the creation and implementation of land use policies, comprehensive plans, and strategic infrastructure projects.
  • Support the planning team with project tracking, resource allocation, and budget management to meet urban development goals.
  • Coordinate with developers, investors, community stakeholders, and government department to facilitate public consultation and approvals.
  • Conduct research on demographics, infrastructure, and environmental factors using GIS to support planning decisions
  • Responsible for the intersection of strategic planning, policy formulation, and the regulation of land development, often aligning with the Spatial Planning and Land Use Management Act.
  • Review and process land use applications, including subdivision, rezoning, and township establishment. Develop, implement, and monitor spatial plans, such as Spatial Development Frameworks SDFs and precinct plans.
  • Draft and implement spatial planning and land use management policies in accordance with national and provincial legislation e.g SPLUMA
  • Ensure compliance with land use legislation and environmental policies, and manage reporting on agrarian or spatial interventions.
  • Coordinate with municipal departments to align Spatial Planning and Land Use Management with the Integrated Development Plan IOP.
  • Oversee projects, manage human resources, and manage financial resources within the section.
