Synopsis

  • To lead programme coordination, portfolio reporting, governance support and implementation tracking across the Industry Planning Unit, ensuring that approved industry plans, priority initiatives, PMOs and strategic interventions are implemented in a structured and disciplined manner and monitored effectively.
  • The role provides senior decision-support to the Head: Industry Planning by strengthening portfolio visibility, stakeholder alignment, governance readiness, knowledge management, reviews, benchmarking and continuous improvement across the Unit.
  • The role also supports the Head in shaping and advancing the strategic direction of the Unit by providing structured analysis, portfolio insights, coordination support and implementation follow-through.

Job Description

Financial / Shareholder Returns

  • Coordinate budget inputs, monitor expenditure trends and provide management reporting for IPU-led programmes, PMOs and priority initiatives to support financial discipline and informed decision-making.

Coordination, Reporting and Portfolio Management

  • Lead portfolio-level tracking across approved industry plans, priority initiatives and strategic workstreams, including milestones, progress, decisions, action items, risks, dependencies, lessons learned and follow-up requirements.
  • Monitor and analyse implementation progress, risks, dependencies and bottlenecks, and recommend corrective actions or escalation where management decisions are required.
  • Drive follow-through on agreed actions, decisions and commitments across planners, contributors and stakeholder groups, ensuring that responsibilities are allocated, tracked and concluded.
  • Monitor and report on IPU-led memoranda of understanding, partnership commitments and strategic implementation arrangements.
  • Prepare management reports, dashboards, briefing notes, presentations and governance updates for the Head: Industry Planning and relevant IDC governance structures.
  • Strengthen governance readiness of IPU outputs by ensuring that reports, submissions and presentations are clear, evidence-based, consistent and aligned to IDC strategic priorities.
  • Consolidate inputs from Industry Development Planners and other contributors in response to ad hoc requests, executive priorities and strategic assignments.
  • Lead internal liaison activities that improve awareness of IPU priorities, planned outputs and areas where input is required from other business units.

Programme Management and Strategic Initiative Delivery

  • Establish Programme Management Offices PMOs, as required, for selected IPU and Divisional priority initiatives, including inter-governmental initiatives and cross-functional strategic programmes.
  • Lead the establishment and operationalisation of programme governance arrangements, workplans, reporting routines, decision logs and implementation tracking mechanisms.
  • Support the translation of approved industry plans and strategic priorities into actionable workplans, delivery routines and implementation tracking mechanisms.
  • Oversee implementation tracking for selected IPU and Divisional priority initiatives where IPU has a coordinating or sponsoring role.
  • Facilitate senior-level workshops, conferences, stakeholder engagements and working sessions required to advance priority industry planning initiatives.
  • Identify delivery risks, process gaps, coordination constraints and implementation bottlenecks, and propose practical actions to improve execution.

Qualification and Experience

Qualifications

  • Minimum qualification: relevant degree in Business Administration, Engineering, Economics, Development Studies, Public Policy, Commerce, Project Management, Industrial Development, Organisational Development or a related field.
  • Honours degree will be an advantage.

Knowledge & experience

  • Minimum 8 -10 years' experience in the energy, industrial development, consulting or engineering sectors.
  • Experience in a development finance institution is required.
  • Proven experience in programme or portfolio governance in a complex, multi-stakeholder environment.
  • Significant experience in implementation tracking, risk and issue management, stakeholder engagement and management reporting.
  • Demonstrated ability to influence senior stakeholders and coordinate delivery across functions without direct reporting authority.
  • Experience preparing executive-level reports, governance submissions, presentations and strategic decision-support material.
  • Understanding of industry planning, industrial development, development finance, public sector processes or strategic economic development would be an advantage.
  • Advanced proficiency in Microsoft Office applications, particularly Word, PowerPoint and Excel.
  • Strong analytical, problem-solving, written communication and coordination capability.
