Introduction

The Western Cape Provincial Parliament (WCPP) invites suitably qualified and experienced individuals to apply for the position of Manager: Committee Support .

This role reports to the Director Parliamentary Support Services and is responsible for the overall management and professional leadership of Committee Support Services, ensuring that Standing Committees and Members of the Provincial Legislature receive effective, high quality and procedurally sound support in the execution of their parliamentary mandates.

Key Performance Areas

The incumbent will be responsible for the following

  • Provide strategic leadership to the Committee Support Section by ensuring the effective delivery of professional committee support services to Committees, Chairpersons, and Members in the execution of parliamentary business.
  • Manage and oversee committee support functions, ensuring the effective and efficient coordination of law-making processes, procedural compliance and timely delivery of high-quality legislative outputs.
  • Manage and support implementation of oversight and accountability initiatives.
  • Ensure effective support to Standing Committees in fulfilling their public participation responsibilities.
  • Develop and implement Operational Plans aligned to institutional Strategic Plans, Annual Performance Plans and strategies developed with the Committee Support unit.
  • Provide strategic leadership in people, governance and risk management to ensure compliance and optimal delivery of Committee Support services.
  • Manage the Committee Support budget and assets to ensure sound financial governance, compliance with applicable financial and procurement requirements.

Minimum Requirements

  • An appropriate Honours Degree in Law, Public Administration, Political Science, Public Management, Governance or another relevant field.
  • Five years’ experience in a management role preferably within a parliamentary, legislative, public sector or related governance environment.
  • Demonstrated experience, at a managerial level, in committee support, legislative processes, oversight and accountability, public participation or related parliamentary business.
  • Demonstrated experience in managing and coordinating multidisciplinary teams and delivering operational plans and performance targets.
  • Demonstrated experience in managing budgets, operational risk management and stakeholder engagement.
  • Valid driver’s license minimum code B.

  • Decision-making skills and sound judgement.
  • Advanced analytical and problem-solving skills.
  • Excellent oral and written communications, including experience writing reports and briefings.
  • Proficiency in the entire Microsoft Office 365 suite.

Note

  • This is a management role, and the incumbent does not qualify for overtime payment.
