JOB PURPOSE

  • To develop, manage and implement the Human Capital Centre of Excellence activities to support business operations and strategic objectives and ensure compliance to all statutory and legislative prescripts.

MINIMUM REQUIREMENTS

  • Diploma + Advanced Diploma / B-Degree in Human Resources, Industrial Psychology, or a related field.
  • NQF level 7
  • South African Board for People Practices (SABPP) registration is preferred
  • 10 years relevant work experience in human resources
  • 3 years management experience
  • Proven track record in developing, managing and implementing strategies for optimal organisational structure, performance management, workforce planning, compensation & benefits, employee engagement, value systems, human capital service delivery, etc.
  • Proven track record in designing organisational frameworks for human capital value chain optimisation, leadership development, culture change, and human capital compliance and governance.

Duties & Responsibilities

KEY PERFORMANCE AREAS AND OUTPUTS: Operational Management

  • Contribute towards the development of an operational strategy for the Division function and ensure alignment of this strategy to the plan for the HC Centre of Excellence business unit overall.
  • Ensure productivity is measured effectively against set objectives.
  • Manage and ensure the drive of continuous improvement activities.
  • Manage the business unit and ensure that it contributes to the achievement of business objectives
  • Manage operations effectively to deliver services within timelines and prescribed quality through effective resource management
  • Use insights gained through business information to compile reports, and metrics to measure success and inform the business decisions within area of responsibility
  • Put measures into place to improve productivity

Functional Management

  • Act as a custodian of all HC Centre of Excellence policies and procedures ensuring effective communication and monitoring of the policies and procedures, and alignment to legislation and collective agreements as required.
  • Research, benchmark, and developing policies and processes within relevant area.
  • Deliver an integrated, seamless HC Centre of Excellence provision to the organization through a service delivery model which places staff and management at the centre to support the success of the organization’s goals and business strategies.
  • Foster and drive people-centric practices and initiatives that are aligned to the strategic priorities and objectives of the organization.
  • Develop and lead human capital governance, risk and compliance frameworks and programmes within Human Capital.
  • Undertake detailed analysis of the organization's people and risk landscape to ensure that appropriate employee practices and strategies are in place.
  • Develop, implement and manage strategies such as organisational structure design, workforce planning, employee engagement, and human capital service delivery and policies within scope of control.
  • Develop and manage mechanisms that enable the human capital value chain to be optimised throughout the organisation.
  • Provide human capital thought leadership, guidance and management in relation to organisational
  • structure design; culture alignment; job design and grading; organisation development methodology and tools; compensation & benefits, business process development; employee relations and talent management.
  • Lead the implementation and execution of relevant human capital initiatives within the business.
  • Oversee the development and implementation of change management frameworks and initiatives through internal stakeholder consultation.
  • Oversee the development and implementation to promote the organization culture and value systems.
  • Drive the employment equity and workplace skills plan processes and ensure identification, development and retention of skills in the organization.
  • Develop and drive performance, succession and career management cycles in the organization and ensure that an effective talent pipeline is developed and implemented.
  • Identify an effective employee value proposition and implement an appropriate human capital engagement model.
  • Oversee the development and implementation of an employee relations framework for the organization
  • Oversee the development and implementation of a fit-for-purpose compensation and benefits framework for the organization

Risk and Compliance Management

  • Ensure the mitigation of the business unit's risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.
  • Responsible for the coordination and maintenance of quality risk management in line with regulatory requirements.
  • Drive the implementation of compliance with policies aimed at strengthening the organization brand and stakeholder interface.
  • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.
  • Support and provide evidence to all internal and external audit and regulatory requirements.
  • Oversee the maintenance and enforcement of related Service Level Agreements to minimise business risk and ensure business continuity.
  • Ensure adherence in the team to all relevant laws, policies and Standard Operating Procedures throughout the organisation.

Financial Management

  • Provide input in the planning and compilation of the annual budget aligned to the tactical delivery plans to support the implementation of set objectives.
  • Ensure the effective implementation, management, monitoring of the business unit’s budget, and mitigate and report on any variances.
  • Ensure the deployment of proper financial controls to manage the business unit budget.

People Management

  • Proactively manage all direct reports in order to ensure that the strategic objectives for the division is met.
  • Maintain excellent human capital performance through employee empowerment, skills development and retention and succession planning within the team.

Stakeholder Management

  • Identify and mitigate internal systems and procedural barriers to enhance excellent customer service.
  • Build and maintain effective internal and external stakeholder relationships for the purpose of expectations management, knowledge sharing and integration, and to manage the organisation’s reputation.
  • Represent and participate in the organisation’s committees and tasks teams when required.
  • Convene, chair and attend meetings and present performance and business related to relevant stakeholders when required.
  • Manage and resolve operational complaints through timeous resolution and/or escalation as required.
  • Provide technical support and advocacy on HC Centre of Influence related matters to the organisation
  • Provide support for disputes and appeals when required.
