HSE Manager (EPC - Petrochemical - Construction - Saldanha Bay - Cape Town - Contract)

Introduction

Our client, a petroleum storage and terminal development company, is looking to hire an HSE Manager to join their growing team based in Saldanha Bay, Cape Town. This is forecasted to be a 30 month project-based contract.

Desired Experience & Qualification

• Degree or diploma in Occupational Health and Safety, Environmental Management, Engineering, or a related discipline.

• Professional HSE certification such as NEBOSH, SAMTRAC, ISO 45001/14001 Lead Auditor, or equivalent.

• Minimum 12–15 years’ HSE experience, with significant experience on oil & gas, petroleum terminals, tank farms, refineries, petrochemical, or major industrial EPC projects.

• Proven experience acting for an Owner, Client, PMC, or Engineer’s Representative on large construction projects.

• Strong knowledge of South African HSE legislation, Construction Regulations, environmental compliance requirements, and contractor management obligations.

• Demonstrated experience managing HSE risks in petroleum storage environments, including fire and explosion hazards, hazardous areas, hydrocarbon containment, hot work control, and emergency response.

• Strong understanding of EPC construction activities, lifting operations, tank construction, civil works, mechanical erection, electrical and instrumentation works, and commissioning interfaces.

• Ability to lead audits, investigations, risk reviews, emergency drills, HSE meetings, and senior-level contractor performance discussions.

• Excellent communication, leadership, reporting, and influencing skills, with the authority to challenge unsafe practices and enforce stop-work requirements.

• Strong commitment to zero harm, environmental protection, legal compliance, and safe delivery of a world-class petroleum storage facility.
