Introduction

We are looking for an experienced HR Manager to take full ownership of the HR function and monthly payroll for a manufacturing business in the Western Cape. This is a hands-on role for someone who processes payroll personally, knows the applicable bargaining council inside out, and is comfortable managing HR without daily oversight.

Duties & Responsibilities

Key Responsibilities

Payroll

  • Process full-function monthly payroll for +/- 110 employees
  • Manage PAYE, UIF, SDL, and COIDA calculations, deductions, and submissions
  • Manage IRP5 reconciliations and tax year-end submissions
  • Administer leave, overtime, and shift differentials across differing shift patterns
  • Reconcile payroll against bargaining council wage agreements and resolve discrepancies

Bargaining Council

  • Apply the applicable bargaining council wage agreement, leave provisions, and administrative requirements accurately and consistently
  • Manage council registrations, levies, and compliance audits
  • Represent the company in bargaining council dispute resolution processes
  • Advise line managers where council terms override or interact with BCEA minimums

Generalist HR

  • Manage full HR function across all: recruitment, onboarding, performance management, disciplinary processes, terminations
  • Apply BCEA, LRA, EEA, and Skills Development Act requirements in day-to-day practice
  • Manage BBBEE-related skills development and employment equity reporting
  • Conduct or support disciplinary hearings and represent the company at the CCMA
  • Manage retrenchment processes (Section 189/189A) where required
  • Provide consistent HR support and policy application to line managers
  • Maintain HR records and reporting

Desired Experience & Qualification

Qualifications

  • Bachelor's degree in HR Management, Industrial Psychology, or Labour Relations (minimum)
  • Postgraduate diploma or honours in HR/IR - advantageous
  • Payroll certification (Sage, Payspace, or equivalent) - advantageous

Experience

  • 5-8 years HR generalist experience, including 2-3 years at management level
  • Proven experience processing full-function monthly payroll, unaided
  • Direct, hands-on experience with the applicable bargaining council - essential, not preferred

Systems

  • Sage 300 People, Payspace, or similar mid-market payroll software
  • HRIS exposure
  • Strong Excel proficiency for headcount and cost reporting

Competencies

  • Operates with autonomy - comfortable running HR without daily oversight
  • Handles IR and discipline processes calmly under pressure
  • Coordinates effectively across multiple business areas
  • Communicates clearly and consistently in English and Afrikaans

Package & Remuneration

  • R 30 000.00 - R 45 000.00 per month  - depending on qualifications, relevant experience, and demonstrated expertise.
