- The HSE Manager is responsible for developing, implementing, maintaining, and coordinating Health, Safety and Environmental HSE policies, procedures, and compliance programmes across multiple Facilities Management projects and sites.
- The role is accountable for ensuring compliance with all applicable health, safety and environmental legislation and company standards, promoting a proactive safety culture, identifying and mitigating workplace risks, and providing employees and contractors with the necessary training, guidance, and support to maintain a safe working environment.
Minimum Qualifications & Experience
Essential Qualifications
- NEBOSH Diploma
- SAMTRAC or COMSOC 2
- ISO 45001 Certification
- Internal Auditing qualification
- Hazard Identification and Risk Assessment HIRA training
- Training in applicable Occupational Health and Safety legislation
Experience
- Minimum of 3–5 years' relevant HSE management experience within facilities management, construction, engineering, or a related environment.
- Proven experience implementing and maintaining Occupational Health and Safety Management Systems.
- Practical experience managing HSE compliance across multiple sites, workshops, projects, and operational environments.
- Experience working with contractors and subcontractors and monitoring compliance against HSE requirements.
- Experience conducting audits, inspections, incident investigations, risk assessments, and corrective action programmes.
Technical Competencies
- Proficient in Microsoft Office, including Excel, Word, Outlook, and PowerPoint.
- Experience working with Computerised Maintenance Management Systems CMMS.
- Working knowledge of NOSA CMB 253 systems.
- Strong working knowledge of the Occupational Health and Safety Act and applicable regulations.
- Sound understanding of ISO 45001 and occupational health and safety management systems.
- Strong report-writing, analytical, recordkeeping, and administrative skills.
Key Performance Areas
Health, Safety & Environmental Management
- Develop, implement, maintain, and monitor the Site SHE Plan.
- Identify workplace hazards and conduct comprehensive risk assessments.
- Develop, implement, review, and maintain Safe Work Procedures.
- Conduct task and hazard analyses and ensure identified corrective actions are implemented and monitored.
- Ensure compliance with Environmental Management Plans EMPs and applicable environmental requirements.
- Develop and maintain Fall Protection Plans where applicable.
- Ensure areas affected by construction and project activities are appropriately restored and left in a safe condition.
- Identify environmental, health, and safety risks and provide appropriate mitigation recommendations to the Project Manager.
- Promote continual improvement of the organisation's Health, Safety and Environmental Management System.
Compliance & Legal Requirements
- Ensure compliance with the Occupational Health and Safety Act, applicable regulations, and other relevant legislation.
- Monitor and enforce contractor and subcontractor compliance with company HSE specifications and legal requirements.
- Identify, record, monitor, and close out non-conformances within agreed timeframes.
- Ensure Permit-to-Work systems are implemented and effectively managed where required.
- Ensure appropriate Lockout/Tagout LOTO procedures are implemented and that relevant personnel are trained and competent.
- Monitor compliance with company HSE policies, procedures, standards, and ISO 45001 requirements.
- Keep abreast of changes to applicable legislation and ensure relevant requirements are communicated and implemented.
Incident Management
- Ensure all incidents, accidents, dangerous occurrences, and near misses are reported, investigated, documented, and appropriately closed out.
- Lead or facilitate incident investigations and ensure root causes are identified.
- Ensure corrective and preventative actions are developed, implemented, and monitored for effectiveness.
Maintain accurate HSE performance statistics, including
- Injuries and occupational incidents
- Lost Time Incidents LTIs
- Near misses
- Man-hours worked
- Risk assessments completed
- Safety inspections and audits
- Corrective action close-out
- Overall HSE performance indicators
- Identify trends and provide recommendations to management to prevent recurrence.
Audits, Inspections & Reporting
- Conduct monthly internal HSE audits and inspections.
- Coordinate and monitor HSE compliance audits across approximately 38 subcontractors.
- Ensure Health and Safety Representatives conduct monthly workplace inspections.
- Monitor findings and ensure corrective actions arising from audits and inspections are implemented and closed out.
- Prepare and submit accurate monthly Health, Safety and Environmental reports to the Project Manager.
- Establish and maintain effective HSE reporting systems to communicate performance, risks, trends, and compliance status.
- Provide management with regular updates and recommendations on significant HSE risks and areas requiring intervention.
Training & Safety Culture
- Identify HSE training needs and coordinate the delivery of appropriate training programmes.
- Conduct employee, contractor, and visitor HSE inductions as required.
- Maintain accurate induction, training, competency, and employee medical records.
- Facilitate regular Health and Safety meetings and ensure accurate minutes and action registers are maintained.
- Promote employee participation and accountability in HSE initiatives.
- Drive a proactive safety culture focused on hazard prevention, risk awareness, and continuous improvement.
- Provide employees and contractors with ongoing HSE guidance, coaching, and support.
Document Control & Administration
- Maintain accurate and up-to-date HSE records, registers, and documentation.
- Ensure inspection and audit records are completed, controlled, and maintained in accordance with legislative and company requirements.
- Maintain Risk Assessments, Hazardous Task Analyses, Safe Work Procedures, Permit-to-Work documentation, and related HSE records.
- Ensure Health and Safety Committee minutes and relevant HSE communications are distributed to management and employees.
- Maintain appropriate document control systems to ensure HSE information remains accessible, current, and auditable.
Operational HSE Responsibilities
- Ensure equipment, machinery, and installations are regularly inspected, maintained, and operated safely.
- Monitor compliance with Personal Protective Equipment PPE requirements and ensure employees and contractors use the appropriate PPE.
- Exercise the authority to stop unsafe work where an immediate or unacceptable health and safety risk exists.
- Promote and maintain high housekeeping standards across all sites and workshops.
- Identify fire hazards and ensure appropriate preventative and control measures are implemented.
- Develop, implement, and maintain emergency preparedness and response procedures.
- Participate in emergency drills and ensure lessons learned are incorporated into emergency response planning.
- Ensure employees are informed of their duties and responsibilities in terms of Sections 14 and 37 of the Occupational Health and Safety Act.
- Provide guidance to management and operational teams on HSE risks, controls, and legislative requirements.
