Requirements

  • A relevant Degree in Finance, Accounting, Financial Management, Economics, Public Finance or a closely related field.
  • At least 8 years' relevant experience in budgeting, financial management, accounting, municipal finance, or public sector financial planning.
  • Proven experience in Capital and operating budget preparation and management; Medium-Term Revenue and Expenditure Framework MTREF budgeting; Financial planning and forecasting; Tariff modelling and revenue analysis; Financial reporting and budget monitoring; MFMA and GRAP compliance.
  • Staff management and leadership experience
  • Local government or municipal finance experience will be strong advantage.
  • A valid Code B or EB driver's license.

Key Performance Areas

  • Lead the development and implementation of long-term financial and budgeting strategies aligned to the organisational objectives.
  • Manage the preparation, consolidation and submission of annual operating and capital budgets.
  • Oversee tariff modelling and financial forecasting to ensure sustainable and cost-reflective service delivery.
  • Monitor budget implementation and expenditure against approved budgets.
  • Prepare and present financial reports to senior management, Council, National Treasury and other stakeholders.
  • Ensure compliance with municipal financial legislation, policies and governance requirements.
  • Provide strategic financial advice and support to executive and senior management.
  • Manage adjustments budgets, virements and mid-year review processes.
  • Promote sound financial management, fiscal discipline and effective resource allocation.
  • Lead, develop and manage staff within the Capital and Operating Budgets Section.
