Duration: Fixed Term Contract (3 years with potential for permanent placement) Reporting to: Head of Operations and Development of Zinave National Park Location: Mabote District/Zinave National Park BACKGROUND Founded in 1997 by President Nelson Mandela, HRH Prince Bernhard of the Netherlands and Dr Anton Rupert, Peace Parks Foundation is a non-profit organisation pioneering conservation at scale across southern Africa. Working through Transfrontier Conservation Areas that span national borders, Peace Parks connects protected areas, supports biodiversity conservation and ecological resilience, strengthens local economies and promotes regional peace and stability. Its holistic approach is built on three pillars: conservation at scale, community development and conservation finance, ensuring that protected areas deliver long-term ecological and economic value. To date, Peace Parks has supported governments in establishing 780 000 km² of Transfrontier Conservation Areas across southern Africa. It also co-manages eight parks where wildlife populations have rebounded fivefold and supports more than 280 000 people annually through its interventions. With formal government mandates and strong community partnerships, Peace Parks offers a proven model for building resilience for people and nature across southern Africa’s most significant landscapes. The Foundation’s Vision 2050 is to secure 17 fully functional transboundary landscapes spanning 980 000 km², making it one of the world’s largest land-based conservation initiatives. www.peaceparks.org J OB PURPOSE We are looking for a motivated professional with a passion for finance and administration and an interest in sustainable development and conservation. The ideal candidate will have senior-level experience in finance and administration and have a demonstrated knowledge of Non-Government Organisations (NGOs) and donor funding management. The successful candidate will be highly organised, self-motivated, adaptable and results-oriented, with strong communication skills. The position requires a demonstrated ability and willingness to work and live in remote field environments, often under challenging conditions, while maintaining effective and respectful relationships. The candidate should be comfortable working independently in the field, managing multiple activities and working effectively under pressure. The Finance and Administration Manager is a senior management role responsible for establishing, leading, and continuously improving the financial, administrative, and operational systems of Zinave National Park. The appointee will be the custodian of Financial, Human Resources, Procurement, Information and Communications Technology, and Administrative policies, systems and controls, and will provide strategic and operational leadership in these areas. DUTIES AND RESPONSIBILITIES Financial Management Develop and implement robust financial systems, policies, and internal controls aligned with Peace Parks Foundation’s Standard Operating Procedures and international best practices. Lead the preparation and management of annual budgets, forecasts, and financial plans. Oversee financial reporting (monthly, quarterly, annual) Submit monthly expenditure financial reports to Peace Parks Foundation Head Office inclusive of supporting documentation by the 15th of every month. Ensure compliance with national financial regulations, donor requirements, and international accounting standards (e.g. IFRS). Assist with the coordination of financial audits and respond to audit findings. Oversee cash flow management, banking, and financial risk management. Manage grant tracking, donor fund utilisation, and cost allocations. Manage all petty cash advances and subsequent reporting. People, Talent and Culture Management With the support of the Human Resources Manager, lead the development and implementation of the Parks’ people and talent strategies that nurture a thriving organisational culture. Ensure compliance with Mozambican labour laws and regulations. Foster a culture of transparency, accountability, and staff engagement. Administration of all long- and short-term employment contracts and payrolls. Administration Ensure the smooth running of day-to-day administrative operations at Park headquarters and remote locations. Manage office services including records management, contracts, filing systems, supplies, utilities, and facility maintenance. Procurement and Logistics Develop and enforce procurement and supply chain management policies and procedures. Oversee procurement planning, tendering, contract management, and vendor performance. Ensure cost-effective, transparent, and timely procurement of goods and services. Ensure compliance with donor procurement rules and national legislation. Ensure effective procurement and distribution of rations. Asset and Property Management Establish and manage a centralised asset register, tracking acquisition, deployment, maintenance, and disposal. Ensure proper insurance coverage and periodic valuation of assets. Implement systems for preventive maintenance and replacement planning for vehicles, infrastructure, and equipment. Ensure effective management and control of all store assets and tools. Risk and Compliance Identify financial, operational, legal, and reputational risks and develop mitigation strategies. Ensure compliance with all statutory and regulatory requirements, including tax obligations, pension contributions, and statutory filings. Lead the development and implementation of internal control systems and compliance checklists. Ensure data privacy and information security policies are upheld. Information and Communication Technology (ICT) Oversee ICT infrastructure and systems to support Trust operations and data security. Develop and enforce ICT usage and cybersecurity policies. Ensure that financial and HR systems are well integrated with ICT platforms. Vehicle fleet management Ensure the Park vehicle fleet is effectively managed by presenting monthly reports detailing mileage and fuel consumption and submitting the report by the 7th of the following month. Check that all vehicle logbooks are maintained and up to date and report to the Project Implementation Unit (PIU) if any staff are not keeping their logbooks up to date. Ensure that all purchases and dispensation of fuel are recorded and reconciled in accordance with procedures.
