Job Purpose
- The Solid Waste Management Directorate is responsible for the solid waste functions in a value chain, infrastructure requirements inclusive though not limited to planning, management, operations and maintenance of function. The positioning of the function ensures the long-term sustainability of waste services, particularly in the face of urban growth and environmental pressures and attract private sector investment and financing for infrastructure upgrades.
Requirements
- BSc. or Bachelor's Degree in Environmental Management/Science and/or Environmental Health [Specialising in Waste Management] at NQF Level 8.
- A Bachelor's Degree in Business or Finance at NQF Level 7. A Master's Degree in Business Administration MBA or equivalent will be an advantage.
- A valid professional registration with a recognised and accredited professional body.
- Valid Code B driver's licence and computer literacy: MS Office.
- Ten years or more relevant experience post-registration at senior management, of which at least five years must have been at an executive level.
- A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development CPMD or attaining within 18 months of appointment the required competency level for Senior Managers in terms of LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.
In addition, applicants must be able to demonstrate the following competencies:
- Ability to plan, coordinate and control the tasks of self and others in the delivery, operations, and maintenance of infrastructure and other tasks, to the required specification and within budget and schedule.
- The ability to explore and implement new ways of delivering services that contribute to the improvement of municipal processes to achieve municipal goals.
- The ability to understand the key drivers in the Local Government sector and the Municipality to apply this understanding to meet the service delivery challenges.
- The ability to create a clear sense of common purpose and vision for others with a view to obtaining buy-in and commitment to the goals.
The incumbent will be responsible for the following core functions
- Provide strategic direction in the planning process of the municipality in respect of the Integrated Development Plan IDP, budget, good corporate governance and highest standards of ethical, professional and moral conduct.
- Direct and lead the development and implementation of long-, medium- and short-term infrastructure investment, renewal and asset management programmes.
- Keeping abreast with regulatory framework and policy directives of the sector and profession and lead the implementation of the National Treasury Reforms in respective of Solid Waste Management Trading Services.
- Developing and implementing by-laws, policies and procedures relating to the function and determining tariffs applicable to the services in consultation with all key role-players.
- Developing and implementing an integrated waste management strategy, plans aligned with municipal development priorities as informed by or based on population growth, urbanisation, land use patterns and changing waste streams.
- Ability to transition the Municipality from a predominantly disposal-based model towards the circular and resource efficient waste system coupled with strategies on resilient waste systems and business continuity.
