The Security Manager is responsible for developing, implementing, and managing comprehensive security strategies and operations for a large-scale utility-scale Solar PV construction project.
The position will ensure the protection of employees, contractors, visitors, equipment, materials, infrastructure, and other project assets against theft, vandalism, sabotage, fraud, unauthorised access, and other security threats.
The Security Manager will lead day-to-day security operations, manage security personnel and contractors, conduct security risk assessments, coordinate incident response and investigations, and ensure compliance with applicable South African legislation and project security requirements.

Duties & Responsibilities
2.1 Security Management and Planning
- Develop, implement, and maintain a comprehensive Site-Specific Security Management Plan.
- Establish security procedures, protocols, and standards appropriate to the project environment.
- Conduct regular security risk assessments and maintain an up-to-date Security Risk Register.
- Identify potential threats, vulnerabilities, and security risks affecting people, property, equipment, and project operations.
- Develop and implement preventative and corrective measures to mitigate identified risks.
- Regularly review and update security plans in response to changing site conditions and emerging threats.
2.2 Site Security Operations
- Manage all day-to-day security operations across the project site.
- Oversee access control and ensure that only authorised personnel, contractors, and visitors are permitted onto the site.
- Manage security guarding, patrols, control room operations, CCTV monitoring, alarms, and other security systems.
- Ensure effective visitor management and vehicle access procedures.
- Monitor site boundaries and identify potential breaches or vulnerabilities.
- Conduct regular inspections of security infrastructure and critical access points.
- Ensure adequate security coverage during normal operations, shifts, nights, weekends, and public holidays.
2.3 Protection of Assets and Infrastructure
- Protect Solar PV modules, electrical cables, equipment, fuel, construction materials, substations, Battery Energy Storage Systems (BESS), and other valuable project assets.
- Implement preventative measures against theft, vandalism, sabotage, fraud, and unauthorised removal of materials.
- Identify high-risk assets and areas and implement appropriate security controls.
- Work closely with project management and relevant departments to safeguard critical infrastructure.
- Monitor security risks associated with the transportation, storage, and movement of valuable equipment and materials.
2.4 Incident Management and Investigations
- Manage security incidents from initial notification through to resolution and reporting.
- Respond promptly to theft, attempted theft, trespassing, vandalism, sabotage, assault, access violations, and other security incidents.
- Lead or coordinate investigations into security-related incidents.
- Ensure appropriate evidence is preserved and handled correctly.
- Prepare detailed incident reports and maintain accurate investigation records.
- Liaise with SAPS, emergency services, and other relevant authorities when required.
- Identify root causes and recommend corrective and preventative actions.
- Track security incidents and analyse trends to identify recurring risks.
2.5 Security Personnel and Contractor Management
- Lead, supervise, and manage security teams operating on the project.
- Establish clear duties, responsibilities, performance standards, and operational procedures for security personnel.
- Monitor the performance of outsourced security service providers.
- Ensure security contractors comply with contractual requirements and applicable legislation.
- Verify that security personnel are appropriately trained, registered, and authorised to perform their duties.
- Conduct regular performance reviews and operational inspections.
- Address poor performance, non-compliance, and operational shortcomings promptly.
2.6 Legal and Regulatory Compliance
- Ensure security operations comply with applicable South African legislation and regulatory requirements.
- Ensure compliance with the Private Security Industry Regulation Act and applicable PSiRA requirements.
- Ensure all appointed security service providers and personnel maintain the required registrations and authorisations.
- Maintain appropriate security documentation, registers, permits, and records.
- Cooperate with regulatory inspections and audits where required.
- Keep management informed of changes to relevant security legislation and requirements.
2.7 Security Awareness and Training
- Develop and deliver security awareness programmes for employees and contractors.
- Conduct security inductions for new employees, contractors, and visitors where applicable.
- Provide training on access control, incident reporting, emergency response, and security procedures.
- Promote a security-conscious culture throughout the project.
- Communicate security threats, risks, and preventative measures to relevant stakeholders.
2.8 Security Reporting and Intelligence
- Prepare regular security performance reports for project management.
- Monitor security incidents, trends, losses, and operational performance.
- Provide threat intelligence and security recommendations to management.
- Maintain accurate records of incidents, investigations, access control issues, and security inspections.
- Provide regular updates on security risks and mitigation measures.
- Escalate significant security threats and incidents appropriately.
2.9 Stakeholder Coordination
- Work closely with Health & Safety, Construction, Logistics, Human Resources, Community Relations, and Project Management teams.
- Coordinate security activities with contractors and subcontractors.
- Maintain effective working relationships with SAPS, local authorities, and other relevant stakeholders.
- Engage with surrounding communities where security matters may affect project operations.
- Support the project emergency response structure when required.
Desired Experience & Qualification
MINIMUM REQUIREMENTS
Education
- Grade 12 / Matric is essential.
- A tertiary qualification in Security Management, Policing, Risk Management, Criminal Justice, or a related field will be advantageous.
Experience
- Minimum 5–8 years' experience in security management, preferably within large-scale construction, renewable energy, infrastructure, mining, or similarly high-risk environments.
- Demonstrated experience managing security operations on large construction or infrastructure projects.
- Experience managing security teams and outsourced security contractors.
- Experience conducting security risk assessments and developing Security Management Plans.
- Proven experience in incident management and investigations.
- Experience working on Solar PV or renewable energy construction projects will be highly advantageous.
- Experience operating in remote or high-risk project environments will be advantageous.
Registration and Compliance
- Valid PSiRA registration is mandatory.
- Sound knowledge of the Private Security Industry Regulation Act and relevant PSiRA requirements.
- Knowledge of relevant South African security, criminal, occupational, and other applicable legislation.
- Good understanding of security contractor compliance requirements.
Other Requirements
- Valid driver's licence.
- Computer literacy, particularly Microsoft Office and reporting systems.
- Willingness to work shifts, nights, weekends, and public holidays when operationally required.
- Willingness to work within a demanding construction and project environment.
