JOB PURPOSE

  • To provide strategic and operational leadership for the Social Services Division by planning, coordinating, implementing, monitoring and evaluating programmes that support the Municipality's developmental and service delivery objectives. The incumbent will oversee Social Development, Youth Development, Gender and Disability, Sports Development, HIV/AIDS and Community Wellness programmes, as well as Waste Management, Cemeteries and Crematoria, ensuring alignment with the Municipality's IDP, SDBIP and other strategic plans, while managing human, financial and operational resources effectively.

MINIMUM REQUIREMENTS

  • Appropriate Bachelor's Degree NQF Level 7 in Social Sciences, Social Development, Community Development, Public Administration, Public Management, Development Studies, Management Sciences or equivalent.
  • 5–8 years relevant experience, of which at least 3 years must have been at management level.
  • Computer literacy in MS Office Suite.
  • Valid Code B driver's license.

KNOWLEDGE, SKILLS AND COMPETENCIES

  • Sound knowledge of social development, community development and special programmes within a local government environment.
  • Sound knowledge of local government legislation, municipal policies, governance frameworks, IDP, SDBIP and performance management processes.
  • Knowledge of programme and project management and municipal budgeting.
  • Strategic planning, organisational management and resource coordination skills.
  • Human resource and performance management skills.
  • Strong stakeholder engagement, facilitation, negotiation and interpersonal skills.
  • Strong analytical, problem-solving and decision-making ability.
  • Excellent written and verbal communication, report writing and presentation skills.
  • Ability to lead and coordinate multidisciplinary functions and teams.
  • Ability to operate effectively within a complex public-sector and stakeholder environment.

KEY PERFORMANCE AREAS

The successful candidate will be responsible for

  • Providing strategic direction and leadership in the planning, management and continuous improvement of the Social Services Division.
  • Translating municipal strategic objectives, IDP priorities and legislative requirements into divisional programmes, projects and measurable service delivery outcomes.
  • Coordinating and integrating the work of subordinate manager and coordinators to ensure cohesive, efficient and responsive service delivery.
  • Providing strategic oversight of Social Development, Youth Development, Gender and Disability, Sports Development, HIV/AIDS and Community Wellness programmes.
  • Providing strategic oversight of Waste Management, Landfill, Recycling, Cemeteries and Crematoria through the Manager responsible.
  • Managing and monitoring divisional performance against approved KPIs, SDBIP commitments and service delivery targets.
  • Managing and developing divisional staff through effective performance management, coaching, mentoring and skills development.
  • Preparing, monitoring and controlling the Division's capital and operating budgets in line with approved municipal policies, delegations and financial management requirements.
  • Monitoring programme and project implementation, and evaluating performance, outcomes and service delivery impact.
  • Developing and implementing systems, procedures and controls that improve efficiency, compliance and accountability within the Division.
  • Preparing and reviewing management, performance, Council and Committee reports relating to divisional functions.
  • Identifying service delivery challenges and developing corrective, improvement and innovation interventions.
  • Establishing and maintaining effective relationships with government departments, municipalities, communities, NGOs, CBOs, service providers and other stakeholders.
  • Representing the Municipality at relevant intergovernmental, community, professional and stakeholder forums.
  • Ensuring that divisional activities support the achievement of the Municipality's developmental agenda and strategic priorities.
