Requirements

  • Matric National Senior Certificate; Bachelor of Science Degree in Engineering/B-Tech in Civil Engineering NQF Level 7 or equivalent Certificate in Municipal Financial Management Programme as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 as amended on the 26 October 2018; Certificate of competency as required in terms of the General Machinery Regulations 1988 and any additional relevant qualifications will be an added advantage Registration with ECSA will be an added advantage. Five 5 years' experience in middle management level, or as programme/project manager, preferably in municipal environment, and 3-4 must be professional/management level engineering experience Knowledge of project management and information system management Sound knowledge of and exposure to local government operations and municipal financial management Solid knowledge and understanding of the relevant policies and legislation and a good understanding of institutional governance systems and performance management In-depth knowledge of local government legislation and the statutory requirements pertaining to the post including but not limited to Occupational Health and Safety Act and its Regulations Valid driver's license.

Key Performance Areas

  • Reporting directly to the Municipal Manager, the incumbent shall be expected to: Provide overall strategic management, direction, and leadership for the Technical Services Directorate. Manage the overall planning, administration, operation, and maintenance of municipal infrastructure network - including water, sanitation, roads, storm-water, and electricity. Direct civil engineering services, electrical engineering services, and the municipality's Project Management Unit PMU. Oversee fleet management and develop infrastructure master plans and programmes. Develop, implement, monitor, and control capital projects and contract administration. Manage and administer capital infrastructure-related grants, specifically the Municipal Infrastructure Grant MIG programmes. Compile and manage the directorate's operational and capital budget. Develop, implement, and manage departmental strategic plans, the Service Delivery and Budget Implementation Plan SDBIP, and policies aligned to the municipality's Integrated Development Plan IDP objectives. Develop and implement council policies and standards, ensuring technical knowledge is leveraged, shared, and integrated seamlessly across other directorates. Ensure strict legislative and regulatory compliance relevant to the directorate including performance management, reporting, and legal conditions from different spheres of government. Establish Key Performance Indicators KPIs to measure and assess the level of municipal service delivery. Providing strategic support and advice to the Municipal Manager and Council. Liaise with stakeholders and agencies at senior levels across all three spheres of government. Promote community participation on matters of local governance and service delivery.
