Key Responsibility Areas

  • Provide strategic leadership, direction, advice and support to the Directorate and Municipality.
  • Sets and aligns the immediate, short medium and long-term objectives/ plans associated with Litigation Services, Legal Support Services, Legislative Drafting Services, Employment Law Services, Municipal Court and Prosecution Services and Legal Compliance Services.
  • Direct and oversee the provision of legal support and employment law services to the Municipality.
  • Direct and control the provision of a specialized service to other Directorates and Committees of the Council and Administration.
  • Oversee the provision of legislative drafting service to the municipality.Direct and control the management of all civil litigation affecting the municipality and oversee the smooth-running of the municipal courts.
  • Establish, direct and control an effective, accessible, fair and accountable municipal court system.
  • To establish, provide strategic direction on, oversee and control a specialized contract management service for the municipality, including in complex, high profile and strategic matters.
  • To establish, provide strategic direction on, oversee and control a specialize compliance function and the provision of a legal compliance service for the municipality.
  • Forward planning, strategic alignment, defining strategic and functional objectives of the Directorate's intent and deliverables.
  • Controls outcomes associated with the utilization and performance of personnel within the division.
  • Disseminates functional and operational information on the immediate, short, medium and long-term objectives and current applications and constraints.
  • Planning and preparing capital and operating estimates for the division and controlling expenditure against the approved budget allocations.
  • To provide continuous mentoring, training and developmental capacity, building support to subordinates involved in managing the municipality's strategic research sector.
  • Manages the administrative and reporting requirements associated with the key performance and result indicators of the Directorate.

Qualifications Essential Requirements:

  • Bachelor's Degree NQF Level 8 in Law or any other related and equivalent qualification.
  • Admitted as an Attorney or Advocate member of the Bar and must be in good standing with the Practice Legal Council.
  • 9 Years relevant experience at a management level of which 5 years must be at a senior management level.

Preferred Requirements

  • Postgraduate qualification NQF Level 9 in Law or any other related and equivalent qualification.
  • 10 years relevant experience at a management level of which 6 years must be at a senior management level.
