Minimum Requirements

  • An undergraduate qualification NQF level 7 in Freight, Transport, Logistics, or related field as recognised by SAQA.
  • 5 years of experience at a middle/senior managerial level.

Key Performance Areas

  • Develop provincial legislation, policies, strategies and plans for freight rail, maritime and ports, road freight, intermodal facilities, and aviation and pipelines in conjunction with the Directorate Transport Policy and Strategy.
  • Develop frameworks, guidelines, norms and standards for multi-modal freight planning and operations.
  • Conduct technical studies, feasibility assessments, research, business cases, and business plans across freight modes.
  • Assess the impact of freight-related legislation, policies, strategies, programmes, and projects.
  • Facilitate and improve freight services in the Western Cape, across multiple transport modes through the implementation of key strategic documents, including the Provincial Freight Strategy, Freight Implementation Programme FIP, and Provincial Land Transport Framework PLTF, the Freight Rail Revitalisation Framework FRRF
  • Manage freight data and ensure the development of freight information systems, digital alignment and integration across all freight modes through platforms such as the Western Cape Freight Demand Model, Freight Management System and Integrated Transport Hub.
  • Manage information data and knowledge by applying tools and technologies to inform decision-making in government operations; produce reports; enhance service delivery; support transparency; support integration/collaboration across departments and spheres of government.
  • Represent the Province in high-level engagements with public and private freight stakeholders, promoting coordination and investment in freight systems across all modes.
  • Ensure engagement and collaboration with industry stakeholders, public and private sector entities to coordinate, develop, and implement freight system improvements across modes.
  • Align freight projects with the province's spatial, economic, and social development goals.
