- Relevant 3 year Tertiary qualification preferably in in Finance, Economics, Accounting, Energy Economics, or a related field
- At least 8 years' senior management and leadership experience
- Extensive senior-level experience in municipal or public-sector finance
- Proven experience in strategic budgeting and the MTREF process, tariff policy and revenue sustainability, and financial and regulatory governance
- In-depth knowledge of MFMA, Treasury Regulations, NERSA requirements and municipal finance frameworks
- Knowledge of NERSA requirements and energy-sector regulatory frameworks will be advantageous.
- Experience in utilities/trading services finance and regulation will be advantageous
Key Performance Areas
- Provide strategic financial leadership that ensures the long- term sustainability, affordability, and resilience of municipal energy services
- Ensure that Energy budgets and medium-term financial plans are credible, affordable, and aligned with strategic objectives
- Ensure that Energy tariffs are fair, compliant, financially sustainable, and economically sound
- Ensure strong financial and regulatory governance across the Energy Directorate
- Provide integrated governance oversight, strategic direction and line-management accountability across the Finance, Regulatory Services, Contract Management and Project Management functions, ensuring alignment with approved budgets, MTREF allocations, financial sustainability objectives, Council policies and governance requirements.
- Ensure informed, transparent, and defensible executive and Council decision-making
- Manage Energy's financial and regulatory interface with external stakeholders
- Provide effective leadership, governance, and ethical stewardship across reporting function
