Minimum Requirements

  • An appropriate 3-year Tertiary qualification National Diploms/B-Degree or higher qualification on NQF level 6 as recognised by SAQA; A minimum of 3 years' Middle Management experience; Valid Code B or higher driving license.

Key Performance Areas

  • Manage the provision of secretariat and logistical support to executive structures; Manage the provision of executive decision-making support;
  • Manage the provision of executive governance and compliance support;
  • Plan and manage the work of and account for the overall performance of the Sub-directorate: which includes planning; organising; monitoring, evaluation and reporting; records and information management; people management; which includes recruitment and selection; training; performance management; mentoring and coaching; discipline; and financial management; which includes budget; assets; procurement; and monitoring and evaluation.

Competencies

  • Knowledge and understanding of the following: decision support systems; the latest advances in public management theory and practice; policy analysis, policy development, and operational management, monitoring and review processes; the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; information systems that aid in the management of knowledge and information pertaining to the line function; and project management;
  • operational management practices; procurement and tendering processes; modern systems of governance and administration; public service procedures, processes and systems; the regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; public finance,
  • human resources and discourse management processes; Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; the functioning of the province and the activities of sister departments/related functional areas; Knowledge and understanding of the policies of the government of the day; Labour Relations legislation and regulations; performance management in general.
