- Relevant three-year tertiary qualification in Human Resources or related field.
- Minimum of five to eight years relevant experience covering a broad range of human resources functions, and at least three years management experience.
- Computer literacy.
- Valid Code B driver's licence.
Key attributes and competencies
- Knowledge and experience in shaping the NMBM and local government specific goals and priorities, knowledge of municipality's functional directorates/departments and understand strategic integration across the in-depth knowledge of the NMBM.
- Ability to apply an integrated body of knowledge, as a specialist or a generalist.
- Supervisory incumbent in mentoring other Human Resources Professionals, in typical complex activities, complex analysis, divergent problems on HR analytics.
- In-depth knowledge of municipal legislation, policy, practice and code of conduct, and contribute to HR related information towards addressing the municipal service delivery challenges.
- Ability to communicate controversial, sensitive messages to stakeholders tactfully.
- Sound knowledge on how to secure, manage and design large-scale intervention.
- Ability to develop integrated plans for work unit and that interface with the department's budget, taps into the resources of other units and departments, employing methods such as cross functional teams.
- Ability to develop assignments and collaborative funding to achieve results Establishes Matrix Teams.
- Manages and maintains a project checklist covering all detail which might be overlooked.
- Ensure vigilantly watches over project process, tasks and work products to ensure freedom from errors, omissions or defects.

- Keep abreast of latest development within HR Information System and any new HR applications.
- Monitors process and identify potential shortcomings of current systems/process, make recommendations to alleviate issues and identify the HR information that must be maintained to support organisational decision-making.
- Measures employee engagement and satisfaction with the delivery of HR services, and designs, implements and reviews HR policies.
- Develops and ensure that the HR strategy is aligned with the municipality's objective and provide strategic direction and measurements for strategic innovation and sustainable people practices.
- Monitors existing Human Resources policies/procedures and other on-going relevant documents to ascertain whether such documentation adheres to legal requirements and the objectives of the NMBM's Integrated Development Plan IDP, by scrutinising documents to identify clauses which could be ambiguous.
- Analyses and interpret amendments to the Conditions of Services to ensure the fair and consistent application thereof and provide Directorate and other administrative staff with accurate guidelines.
- Inspects documents pertaining to contractual obligations of on-going employees/other categories to ensure that the interests of both the Council as well as employees/other categories are sufficiently protected.
- Oversees the application of remuneration packages throughout on-going the Council, as per the official Grading Scheme.
- Supervises the Directorate records, filing system and archival on-going material to ensure the availability of up-to-date information and records.
- To oversee/personally perform procurement related duties to assist on-going Directorate and Office Managers in meeting their operational requirements.
Job purpose
- Assist with managing and controlling the effective provision of human resources to all Business Units, as well as ensuring the correct and fair application of employee fringe benefits in terms of Council policy; align HR and people management practices within the governance, risk and compliance framework; identify and analyse bottlenecks with existing policy implementation and make recommendations on amendment to bring about improvements and ensures that the municipality's policies reward/remuneration is aligned with appropriate legislative, governance and other directive requirements.
- As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.
