Purpose of the Role

  • To Oversee preparation of the national budget and coordinate the allocation of resources to meet the priorities set by government, including the provision of fiscal policy advice, overseeing expenditure planning, leading the budget reform process, providing inputs into the public wage bargaining process, coordinating donor finance, and compiling public finance statistics.

Qualification/s Requirements

  • A Grade 12 is required coupled with a minimum post graduate qualification at NQF level 8 in Finance or Economics;
  • A Master's degree is an added advantage;
  • A minimum of 8 years' experience is required at a senior managerial level obtained in public finance, economics, budgeting or fiscal management;
  • Knowledge and experience of donor funding principles and related;
  • A practical demonstration of skills and knowledge will be required;
  • Knowledge of strategic management, policy analysis and development;
  • Knowledge and experience of publications of budget documents and the editing process;
  • Knowledge of the PFMA, Treasury Regulations and the SOC's policy framework;
  • Ability to gather and analyse information for policy development and application of policies; and
  • Successful completion of the Nyukela Public Service Senior Management Leadership Programme as endorsed by the National School of Government available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of an appointment.

Key Performance Areas

Budget Process and Budget Reform Programme

  • Manage the national budget process;
  • Coordinate the Ministers' Committee on the Budget process; and
  • Provide strategic advice on a range of issues relating to the budget, fiscal policy, infrastructure delivery and budget reform.

Public Finance Statistics

  • Produce the Medium-Term Budget Policy Statement and Budget review;
  • Produce the Estimates of National Expenditure and appropriate legislation;
  • Coordinate the process of advising the Minister on the Budget Speech; and
  • Present public finance statistics according to function and economic classification.

Fiscal and Budget Framework

  • Align the division of revenue between national, provincial and local government with the budget framework and medium-term expenditure priorities; and
  • Ensure a budget framework consistent with government's fiscal policy guidelines and public expenditure priorities.

Infrastructure Regulation and Assessment

  • Oversee Public Private Partnership PPP Infrastructure procurement in compliance with PFMA and MFMA regulations and guidelines; and
  • Oversee compliance with the capital projects approval and evaluation framework.

Official Development Assistance ODA

  • Align ODA funding decisions with the budget process; and
  • Support departments and donors to facilitate international development cooperation agreements.

Public Sector Remuneration Analysis and Forecasting

  • Improve stakeholder understanding of the implications of changes in remuneration policy and wage settlements on public sector wage bill;
  • Communicate policy analysis and forecasting results; and
  • Generate accurate and timeous insight into changes in government compensation and its trends.
