- To co-ordinate the Fiscal Outreach campaign, including content creation, event management, partnership building and progress tracking, and assist with the Budget editing process to ensure alignment with the campaign.
Qualification/s Requirements
- A Grade 12 is required, coupled with a minimum Honours Degree equivalent to NQF level 8 in Economics, Sciences or Finance or Journalism or Development Studies.
- A minimum 5 years' experience in financial communications, business journalism, economic research or financial education. In-depth knowledge of policy development and implementation.
- Experience of project management or public outreach programmes.
- Detailed knowledge of the South African public finance landscape, the budget process and government policy processes.
Key Performance Areas
Co-ordinate fiscal outreach campaign
- Work with the Budget Office, project partners and the communications division to co-ordinate the rollout of the Fiscal Outreach campaign to the targeted stakeholder groups.
- Co-ordinate public and targeted media engagements and events to support the campaign strategy, working with the Budget Office, Communications and external service providers.
- Coordinate media training for senior National Treasury officials to support the campaign strategy.
- Coordinate the development and strategic distribution of content for the campaign.
- Maintain sound relationships with key external and internal stakeholders and build appropriate project partnerships to support the campaign.
- Track the progress of the campaign and compile quarterly reports.
- Oversee external service providers to ensure project targets are met.
- Assist the Editor in Chief to manage the editing of the Budget Review and Medium Term Budget Policy Statement to with the Fiscal Outreach campaign.
Edit and socialise the Budget Review and Medium Term Budget Policy Statement:
- Assist the Editor in Chief to manage the editing of the Budget Review and Medium Term Budget Policy Statement for clarity, consistency, tone and flow.
- Work with Budget Office to coordinate the Budget calendar and content and incorporate the Fiscal Outreach campaign into the process.
- Monitor the impact and effectiveness of National Treasury's efforts to socialise the Budget and Medium Term Budget Policy Statement and to engage with stakeholders to improve fiscal literacy.
- Monitor the effectiveness of fiscal outreach consultation and engagement initiatives and identify potential risks and opportunities for the fiscal outreach campaign.
- Manage surveys to assess budget and fiscal literacy among the targeted stakeholder groups.
Social Media monitoring and engagement
- Implement regular monitoring and analysis of social media to identify gaps in fiscal literacy and opportunities to address these.
- Evaluate existing National Treasury social media platforms to identify opportunities to improve or expand to support the Fiscal Outreach campaign.
- Work with Communications and Budget Office and service providers to refine Budget related content for social media.
