- Grade 12 Certificate and three 3 year National Diploma/Degree in Human Resource Management / Public Management / Public Administration / Financial Management NQF level 6/7. Minimum of Five 5 years relevant working experience in Human Resource Management / Financial Management environment coupled with at least three 3 years in a supervisory position Assistant Director. Valid Driver`s License.
- Knowledge: Knowledge of PERSAL system, Knowledge of Walker Financial Management System, Knowledge of HRM matters and Regulatory Frameworks and Acts, Knowledge of Legislations/Acts governing SCM PPPFA, PFMA & Treasury Regulations and Public Service Acts.
- Skills: Computer Literacy MS Word, Excel, PowerPoint. Report Writing. Change Management. Good stakeholder engagement skills.
DUTIES
- Coordinate the advertising, shortlisting, and appointment processes for district office in line with DPSA regulations and EE targets. Coordinate the implementation of conditions of service. Facilitate the implementation of PMDS, ensure timely performance agreements, reviews, and moderation processes are done across the district.
- Coordinate handling of grievance, misconduct cases, and disciplinary processes; promote EHW programmes and occupational health initiatives.
- Coordinate the Workplace Skills Plan WSP submission and monitor implementation of training interventions for district staff. Monitor maintenance of accurate PERSAL records, HR statistics, and submission of month/ quarterly HR reports to provincial office.
- Coordinating Financial Management Services and also compiling consolidating, and monitoring district's annual budget and MTEF submissions in line with treasury guidelines. Coordinate the development and implementation of the district's procurement plan in line with the approved budget.
