Job Purpose
- The Department of Infrastructure, Western Cape Government has an opportunity for a suitably qualified and competent individual to manage the sub-directorate: Immovable Assets, develop, review and implement financial management systems and procedures on planning, budgeting and reporting.
Minimum Requirements
- An appropriate 3 year B-Degree equivalant or higher qualification in Financial Management; A minimum of 3 years relevant experience in management accounting at supervisory/management level Assistant Director.
Key Performance Areas
- Undertake financial planning, budgeting processes by analysing project lists for infrastructure programmes; Manage the roll-over, Adjustment Estimates of National Expenditure AENE, and virement process; Manage reporting of Immovable Assets sub-directorate including inputs to the Infrastructure Reporting Model IRM; Manage administrative and operational functions of the Immovable Asset Sub-directorate.
Competencies
- Knowledge of the following: Public Finance Management Act PFMA, Treasury Regulations, NT Instructions/Practice Notes applicable to budgeting and financial management; Provincial budgeting processes MTEF, ENE/AENE, Rollovers, virements, shifting of funds; Management accounting principles, cash-flow planning, expenditure analysis, and cost-driver modelling; Revenue and expenditure control processes within the public sector; Public finance, human resources HR and records management processes; Functioning of the province and the activities of sister departments/related functional areas; Government policies; Labour Relations legislation and regulations; Performance management in general. Skills in the following: Advanced numeracy, analytical and financial modelling skills; Strong report-writing, presentation and communication skills; Computer literacy Advanced Microsoft Excel, Microsoft Word report writing, Presentation tools; Project management, problem-solving, and stakeholder engagement; Accounting/Finance skills relating to budgeting and in-year financial reporting; Team leadership & people management; Problem solving & decision-making; Planning & organising; Attention to detail
