- Knowledge of relevant Public Service Regulatory Framework Public Service Act, Public Service Regulations and Public Finance Management.
- Practical knowledge of and experience in working with the National Environmental Management Act, Air Quality Act and Environmental Impact Assessment Regulations, associated Instruments, and policies, guidelines, norms and standards related to Integrated Environmental Management. Understanding and knowledge of all environmental prescripts applicable for Air Quality. Ability to work independently and in a multidisciplinary team.
- Excellent verbal and written communications skills, including negotiation and diplomacy. Experience in project administration, and policy analysis and development. Resourceful, and an ability to operate Microsoft office programmes effectively. Ability to work under pressure within strict timelines. Ability to write and interpret technical reports and documents. A valid driver's license.
REQUIREMENTS
- Grade 12 plus a recognised Bachelor's Degree NQF7 or related qualification in Environmental Management, Environmental Sciences.
- Minimum of 6 years post qualification experience in Environmental Management, of which at least three 3 years must be in Environmental Air Quality Management.
DUTIES
- Coordinate the processing of atmospheric emission licensing applications to ensure compliance with the relevant legislation and protection of the environment and public health. Investigate, evaluate, review, recommend on environmental impact assessment applications, specialist air quality studies and development management applications and recommend mitigation measures to ensure compliance with the relevant legislation and protection of the environment and public health Process and assess applications and to make recommendations for approval of fuel burning-equipment to enforce compliance with relevant legislation.
- Process and assess applications and recommend approval of open burning applications to enforce compliance with relevant legislation. To enforce the National Environmental Management Air Quality Act No 39 of 2004.
- Compile, develop, modify provincial air quality management plan, validate and maintain an atmospheric emissions inventory database to maintain the objectives of the AQMP and to maintain the air quality management system for the province.
- Monitor and maintain operations of the Provincial Air Quality Monitoring Stations to capture credible data. Provide local municipality support in developing and implementation of local authorities Air Quality Plans.
