- Grade 12.
- B Degree / B Tech in Purchasing/Supply Chain Management/Logistics.
EXPERIENCE
- Minimum 7 years' experience in sourcing and contracting.
- Proven experience with pricing models.
- Good knowledge of procurement best practices.
- Total cost of ownership TCO modelling experience will be advantageous.
CRITICAL PERFORMANCE AREAS
- Analyse, interpret and structure Client user requirements, in order to provide effective solutions for the utilisation of operational systems in the client environment.
- Accept responsibility for the sourcing process bids and quotations.
- Source technical / specialist inputs regarding the respective category as required.
- Compile bid documentation in order to elicit a response from potential bidders.
- Perform total cost of ownership TCO modelling for supplier selection purposes when possible.
- Evaluate, prepare and submit an acquisition approval submission as part of the source selection process to the relevant adjudication committees.
- Negotiate terms and conditions/prices and purpose written agreements with the intent of providing continued support to the client.
- Perform financial due diligence on high value strategic contracts.
- Establish, lead and facilitate cross functional sourcing teams to focus on specific commodity specifications, critical requirements and Total Cost of Ownership TCO reduction when possible.
- Obtain cross functional support team feedback on commodity analysis updates, and work collaboratively across the commodity teams to improve and enhance analytical tools, capability and outputs.
- Ensure availability and continuous supply of key commodities to the clients.
- Manage all the contracts/orders placed on your portfolio of commodities.
- Compile reports on contract/order set targets and provide information to SCM Compliance and Performance Management.
- Recommend and incorporate cost saving initiatives thus controlling expenditure.
- Ensure good governance in all aspects of commodity and contract management and adherence to B-BBEE requirements.
- Ensure compliance to all relevant legislation and Supply Chain policies, practices and procedures.
- Manage supplier relations and performance to ensure effective and efficient service delivery.
- Liaise with SCM Compliance and Performance Division on the performance of contracted suppliers.
- Liaise with all other Armscor departments and divisions on SCM related matters.
- Liaise with the Client/End User environment.
KNOWLEDGE & FUNCTIONAL SKILLS
- Proficiency in MS Office Suite with advanced Excel and PowerPoint skills.
- Working knowledge of MS Projects.
- Extensive knowledge and experience on all the relevant legislation and regulations i.e., PFMS, BBBEE, PPPFA, SCM policies etc.
- Supply Chain Management.
