C&I Engineer (OT Security) — Toluca, MX

Introduction

Our client, a global process-industry manufacturer with operations across several regions, is seeking Control & Instrumentation Engineers to join a newly formed operational technology (OT) security function. The client is investing in OT network monitoring across all of its manufacturing sites to strengthen security and meet regulatory requirements.

This is a fixed-term contract of 12 months, extendable to the end of the programme (indicatively 18 months) with an option to be employed permanently by the client (at their discretion)

The Engineer acts as the regional C&I specialist for a group of plants: getting to know each site, supporting its control systems and instrumentation, and helping bring the monitoring platform live and keep the site compliant while the client builds its own permanent team.

This role is suited to a hands-on process-plant engineer who is comfortable working independently on site, collaborates well with plant, maintenance and IT teams, and wants to grow into OT security. Initially you report to the OT Security Lead; as you settle into each plant, day-to-day C&I direction increasingly comes from site production and operations leadership.

Duties & Responsibilities

Key responsibilities

• Get to know each plant: walk every unit with production, maintenance and instrumentation teams and learn the process, control philosophy and critical loops.

• Build and correct the plant’s picture: control system architecture (DCS / PLC / SCADA / SIS), network drawings, instrument index, P&IDs and loop diagrams.

• Troubleshoot and support control systems, field instruments and analysers alongside site maintenance teams.

• Support plant modifications through management of change: loop checks, configuration changes, calibration and commissioning.

• Keep C&I documentation and the OT asset list accurate; advise site leadership on obsolescence, reliability and critical spares.

• Assist with the OT monitoring platform roll-out: site readiness, sensor placement, commissioning, learning mode and asset baseline.

• Follow up alerts, vulnerabilities and exposures with site owners until closed, and check OT changes against the site security standard.

• Support ongoing compliance: regulatory and IEC 62443 site assessments, the remediation register, scorecard evidence and first-line support in an OT security incident.

• Hand over: document everything in the client’s systems and train and shadow the client’s own engineer until they sign off.

• Travel to sites within the region (approximately 25–40%).

Desired Experience & Qualification

• Qualification in control & instrumentation, electrical, electronic or automation engineering (degree, national diploma or technician qualification).

• Minimum of 5 years’ experience as a C&I engineer in the process industry, with real plant-floor time.

• Hands-on experience with DCS / PLC / SCADA systems from major vendors, and with field instrumentation, loops and calibration.

• Working knowledge of hazardous-area practice and management of change on regulated sites.

• Working grasp of industrial networks (industrial Ethernet, VLANs, firewalls, Purdue model) and a genuine interest in growing into OT security.

• Confident working alone on site and with plant managers; clear written English for reports and documentation.

• Right to work in the country of placement, and willingness to travel; valid passport and driving licence. Local language and any business visas required for regional sites as applicable.

Advantageous

• Exposure to an OT security monitoring platform (training and certification provided).

• IEC 62443 knowledge, ISA/IEC 62443 Cybersecurity Fundamentals Specialist or GICSP.

• Functional safety (IEC 61511 / SIS) experience.

• Experience with regional cybersecurity regulation, ISO 27001 or site safety-case work in a process environment.
