- The Chief Technology Officer will be responsible for leading the organisation's digital transformation journey and overseeing the planning, acquisition, implementation, maintenance, and governance of enterprise technology solutions.
- The role combines strategic ICT leadership, enterprise architecture, cybersecurity governance, digital innovation, infrastructure oversight, service provider management, operational systems enablement, and executive stakeholder engagement.
- The CTO will play a key role in driving customer-centric technology solutions and enabling universal access through modern digital platforms and emerging technologies.
KEY RESPONSIBILITIES Technology Strategy & Digital Transformation
- Leading enterprise digital transformation initiatives aligned to organisational strategy
- Driving innovation and adoption of emerging technologies including:
- AI
- Big Data
- IoT
- Cybersecurity technologies
- Developing and implementing ICT strategies, business plans, and Annual Performance Plans APPs
- Ensuring technology solutions support operational efficiency, citizen convenience, and digital inclusion objectives
- Providing strategic technology input into organisational and operational planning processes
ICT Governance & Risk Management
- Developing and implementing ICT governance frameworks, policies, procedures, and controls
- Establishing and managing ICT governance structures aligned to King IV principles
- Managing ICT risks, risk registers, mitigation strategies, and compliance requirements
- Ensuring legislative and regulatory compliance across ICT operations and reporting
Infrastructure, Security & Systems Management
- Overseeing implementation and maintenance of enterprise ICT infrastructure including:
- Servers
- Firewalls
- Routers
- Switches
- Backup systems
- Disaster recovery environments
- Managing information security systems including:
- Antivirus solutions
- Monitoring systems
- Audit trails
- Access control systems
- CCTV environments
- Ensuring all ICT systems remain secure, available, and operationally efficient
- Enterprise Systems & Business Process Management
- Managing implementation and support of enterprise systems including:
- Microsoft solutions
- SAP ERP
- ArcGIS
- Communication systems
- Driving automation and reengineering of business processes
- Ensuring systems are implemented according to SDLC and project management standards
- Managing system enhancements, integrations, testing, implementation, and operational support
Operational Systems & Connectivity
- Managing operational systems supporting business delivery and connectivity initiatives
- Overseeing Wide Area Network, Wi-Fi, Internet, Intranet, email, telephony, and communication platforms
- Supporting implementation and maintenance of operational technology solutions and connectivity services
Reporting & Performance Management
- Managing ICT reporting frameworks and governance reporting calendars
- Ensuring accurate reporting across:
- ICT security
- Projects
- Infrastructure
- Systems performance
- Operational delivery
- Supporting reporting automation and dashboard development initiatives
- Monitoring departmental performance against strategic objectives and APP targets
Service Provider & Vendor Management
- Managing ICT vendors, contracts, SLAs, and outsourced service providers
- Monitoring vendor performance and ensuring contractual compliance
- Managing procurement-aligned ICT delivery and support services
- Driving strong stakeholder engagement and service delivery governance
Leadership & Team Management
- Leading and developing high-performing ICT teams
- Driving capability development, coaching, mentoring, and performance management
- Building a culture of professionalism, integrity, accountability, and operational excellence
- Managing budgets, operational resources, infrastructure, and ICT assets effectively
WHAT WE ARE LOOKING FOR
Key Requirements
- Matric
- Bachelor's Degree or National Diploma in:
- Computer Science
- Information Systems
- Information Technology
- Or related field NQF Level 7
- Certifications advantageous in:
- COBIT
- ITIL
- Project Management PMBOK / PRINCE2
- IT Governance
- Minimum 5–7 years' ICT experience
- Minimum 5 years' ICT management experience engaging with users at all levels
- Minimum 5 years' experience managing internal and external ICT systems implementation and maintenance
- Minimum 3 years' public sector experience
- Proven experience leading business transformation through digital technologies
