Chief Financial Officer

• The remuneration package offered will be commensurate to the level of qualifications, skills, competencies, and experience required of the incumbent in accordance with the Local Government: Regulations on appointment and conditions of Senior Managers.
• The Chief Financial Officer is the administrative head of the Budget and Treasury Office within the administration of the Nelson Mandela Bay Municipality and is, inter alia, responsible for providing strategic leadership and direction to the directorate in respect of its key complex functional areas in a value chain, and financial guidance and support to the Municipality.
• The successful candidate will form part of the Management Team of the Municipal administration, reporting to and accountable to the City Manager in terms of the policy and legislative framework of the Nelson Mandela Bay Municipality.

Requirements and experience

• Grade 12, B.Com degree majoring in Finance/Accounting or relevant qualification at NQF level 8.
• Proficiency in use of Microsoft Office applications.
• A minimum of ten 10 years or more relevant experience at senior management, of which 5 years must be at an executive level.
• A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development CPMD or attaining within eighteen months of appointment the required competency level in terms of Local Government MFMA Minimum Competency Levels of 2007 and 2018 amendments.
• Valid Professional Registration as a Chartered Accountant with the relevant Accredited Professional Body shall be an added advantage.
• A valid Code B driver's liecence.

In addition, applicants must be able to demonstrate the following competencies:

• The ability to explore and implement new ways of delivering services that contribute to the improvement of municipal processes to achieve municipal goals.
• The ability to understand the key drivers in the Local Government sector and the Municipality and to apply this understanding to meet the service delivery challenges.
• The ability to create a clear sense of common purpose and vision for others with a view to obtaining buy-in and commitment to the goals. The capacity to promote a cooperative climate, understand group dynamics and apply appropriate facilitation techniques in working with others to achieve a shared goal.

The incumbent will, inter alia, be responsible for the following core functions:

• Provide strategic direction in the planning process of the Municipality in respect of the Integrated Development Plan IDP, budget, good corporate governance and highest standards of ethical professional and moral conduct.
• To ensure development and implementation of sound financial management, talent management, and governance strategies that will keep the organisation abreast of the current trends in the sector.
• Direct and lead the development and implementation of long-, medium- and short-term strategies and plans to ensure financial sustainability for the organisation to achieve its objectives.
• Keeping abreast of regulatory framework and policy directives of the sector and profession and lead the implementation of the National Treasury requirements and financial reforms.
• Establishes, directs and manages credible budgets within legislative, political and administrative mandates. Controlling the budget and monitoring spending patterns and income generation in terms of Council's approved SDBIPs, all supply chain management processes, and expenditure control, development and implementation.
• Develop and implement revenue enhancement strategy, credible and effective SCM processes in line with the PPPFA and Treasury Regulations and a financial turnaround plan for the Municipality.
• Drives optimisation of financial management of the Municipality through the use of standard operating procedures.
• Ability to display and build the highest standards of ethical and moral conduct to promote confidence and trust in the public service and to adhere to code of good corporate governance.
