POSITION OBJECTIVE

  • To enable and implement the organisational strategy and objectives of the National Electronic Media Institute of South Africa NEMISA and give direction and leadership towards the achievement of the Institute's goals and objectives.

PURPOSE OF JOB

  • The purpose of this role is to provide leadership and direction, and to coordinate all activities of NEMISA in accordance with the approved organisational strategy and the Annual Performance Plans APPs.

The key responsibilities of the CEO include

  • Implementing the Institute's Strategic Plan;
  • Developing and implementing effective operational strategies and controls;
  • Fostering and leading a corporate culture that promotes the Institute's sustainable ethical practices and values, encourages individual integrity, and fulfills social responsibility objectives and imperatives;
  • Ensuring that a positive and constructive work climate conducive to attracting, retaining, and motivating employees at all levels in the Employer is maintained;
  • Effectively communicating the vision, mission, and business strategy to the Institute's employees and stakeholders;
  • Establishing and maintaining collaborative multi-stakeholder relationships for creative media and digital skills delivery;
  • Creating processes and mechanisms for developing a strong human capital base in South Africa for national, organisational and individual opportunities in a knowledge-driven economy;
  • Creating processes and mechanisms for developing students and researchers that will propel creative media and digital skills development for a knowledge-driven economy;
  • Creating opportunities for ongoing creative media and digital skills development in Government;
  • Building a capable, agile, and learning organisation that is fit for purpose and is responsive to rapidly changing creative media and digital skills needs and opportunities at multiple levels;
  • Positioning the Institute as a thought-leader on the national creative media and digital skills development scene;
  • Develop mechanisms or strategies for revenue generation. In addition, the CEO is responsible for monitoring and evaluating these objectives and regular reporting on progress.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Master's Degree in Education or any other relevant qualification, a relevant PhD or Doctorate will be advantageous
  • 10+ years' experience in digital skills and creative media or a similar specialised environment, 5-7 years' experience within the Public Sector, and 5-7 years' experience in Senior/Executive Management

KNOWLEDGE AND SKILLS REQUIRED

  • Extensive knowledge and understanding of national service delivery priorities
  • Knowledge and understanding of national and provincial growth and development strategies
  • Public Finance Management Act PFMA
  • Knowledge of e-Skills applications within an educational context
  • Knowledge of the National Development Plan, National Qualifications Framework and Skills Development Processes
  • National Integrated ICT White Paper
  • SA Connect: Broadband Policy
  • Knowledge of National, Provincial and Local Government Protocols
  • Treasury Regulations
  • Supply Chain Management practices and processes
  • Knowledge of general financial management, budgeting and reporting processes within the Public Sector
  • Advanced Excel & knowledge working on Financial Accounting systems
  • Strong knowledge and understanding of revenue generation
  • Exceptional Leadership Skills
  • Strong Written and Verbal Communication
  • Excellent Presentation
  • Strong Networking and Relationship Building ability
  • Ability to interpret reports, business correspondence, and procedure manuals
  • Strong mentoring and coaching skills
  • Ability to balance competing priorities, complex situations and tight deadlines
  • Ability to rapidly process and comprehend large amounts of detailed information, consider the implications and consequences of new facts and make decisions
