Job Purpose

  • To plan, organise, lead and control engineering requirements and initiatives for the department and manage all associated resources requirements in area of accountability.

Minimum Requirements

  • Bachelor's Degree in Civil Engineering, BEng; BSc Eng NQF Level 7
  • Registration with ECSA, or Eligible for Registration as a Professional Engineer
  • Valid driver's licence.
  • MFMA certification or revelant MFMA knowledge will be added as an advantage.
  • At least 6 years' relevant experience, of which a minimum of 2 years' experience must have been in a managerial role.

Core Responsibilities

  • Develop operational targets in support of tactical delivery and organisational strategic objectives in partnership with divisional leadership.
  • Communicate a meaningful strategic context that guides and directs best practice, integration, process alignment and service delivery.
  • Ensure the effective implementation and integration of engineering management frameworks, tools and systems.
  • Developing and driving the implementation and integration of the supply and contract management plan.
  • Apply developed policies and practices through effective process design and via appropriate delivery systems and provide feedback re effectiveness.
  • Develop annual operating plan to meet established annual objectives and organise and prioritise tasks and work processes needed to achieve the plan.
  • Ensuring that the maintenance and drafting of purchase specifications for materials and equipment used in the distribution systems are executed.
  • Preparing and delivering monthly and quarterly reports as per developed set standards and requirements, legislation and regulations.
  • Evaluating conditions of tenders or contracts in order to mitigate risk exposure.
  • Compliance with legislation, by-laws, regulations, policies and procedures.
  • Monitor and enforce effective financial controls, corporate governance and financial compliance throughout the area of accountability.
  • Oversee the preparation of monthly and annual budgets and financial reports in accordance with statutory and Council presentation requirements.
  • Deliver on service level agreements that are aligned with the Batho Pele principles, and monitor feedback to ensure continued customer satisfaction.
  • Lead and manage direct and indirect teams by providing a meaningful context, setting performance standards and educating on policy and processes.
