- A Grade 12 Certificate, Bachelor's degree/Advanced Diploma in Supply Chain Management, Logistics Management/Purchasing Management, Public Administration qualifications at NQF Level 7.
- Experience: A minimum of three 3 years' supply chain management experience at a supervisory level. Extensive knowledge of regulatory frameworks such as PFMA, Treasury Regulations, PPPFA, B-BBEE Act, SCM policy frameworks. Management of resources. Supervisory skills with strong leadership qualities. Advance knowledge in Supply Chain Management. Ability to work independently without close supervision. Good interpersonal skills. Ability to liaise at all management levels. Ability to work independently under intense pressure.
- Excellent verbal and written communication skills. Strategic leadership skills. Change management, HR management and people management skills. Planning, organizing and customer relationship management skills.
- Good problem-solving and negotiation skills. Analytical skills. Decision-making skills. Sound business acumen. Duties
- To manage and ensure compliance to all SCM processes and ensure reporting within the operation of the SCM Compliance and Reporting Unit. Establish internal controls for procurement processes to ensure ethical and transparent practices. Assist in reviewing of supply chain management policies and standard operating procedures ensuring alignment with regulatory requirements.
- Review and assess the RFQ and RFP processes for compliance. Manage the GPT SCM Compliance report and ensure the action plan register is implemented. Coordinate audit requests and responses across supply chain functions. Ensure compliance with all audit requirements, policies, prescripts, standards and procedures.
- Develop compliance reports and analyse procurement data to identify trends and opportunities. Oversee the compliance with regards to proper documentation management. Manage and respond to all audit requests timeously and implement audit action pan. Report all irregular expenditure and deviations timeously. Respond to all Legislature and other organ of state requests.
- Report on preferential procurement and township economic revitalisation spent. Monitor the risk register and the mitigating strategies. Conduct training sessions on Supply Chain Management processes. Collaborate with stakeholders across the organisation to promote compliance best practices.
