- A recognised three-year post-matric tertiary qualification NQF level 7 in Financial Management, Accounting, Cost & Management Accounting, or Human Resource Management Three 3 years of payroll experience. Two 2 years of supervisory experience.
Required Skills
- At least two 2 years' hands-on proficiency and experience with sound knowledge of Sage 300 People. Knowledge of Information and Records Management. Knowledge and experience in payroll management and implementation of payroll processes within an organisation. Computer proficiency in MS Office suite.
- In-depth knowledge of statutory payroll deductions SARS PAYE and UIF, the Basic Conditions of Employment Act BCEA, Public Finance Management Act and applicable Treasury Regulations PFMA and other legislative frameworks relevant to Human Resources Management and Records Management.
- Ability to work independently, handle confidential information, perform under pressure, and meet strict deadlines. Willingness to work extended hours when required.
Additional Advantages
- Excellent administrative, communication verbal and written, client relations and organisational skills. High level of accuracy and attention to detail in data capturing. Knowledge and experience in records management file plans.
- Knowledge and experience in uploading payroll files to banking applications. Knowledge and experience in reporting Injuries on Duty IODs. Certified membership with a recognised professional body e.g., South African Payroll Association - SAPA, or SAIPA.
Requirements Main Duties:
Manage the payroll office and ensure payment compliance.
- Ensure that monthly salaries and external payments are effected by the Payroll Practitioner through verification.
- Ensure that all yearly increments/adjustments/increase in 1 allowances are effected accordingly where applicable.
- Assist with internal and external stakeholder queries pertaining to payroll matters.
- Develop, implement and maintain Policies and Procedures.
- Provide a monthly report to the Manager: Payroll and Records Administration on the payroll sub-unit regarding progress and/or any challenges.
- Oversee the monthly payroll process by verifying the staff remuneration – salaries, additional benefits, and claims. Liaison, reconciliation, and payment of salary deductions to other government agencies and third parties.
- Ensure that accurate statutory reports are submitted timeously to ensure compliance.
- Oversee Compensation Fund administration by ensuring that Injuries on Duty IODs, Compensation Fund claims, and annual Return of Earnings submissions are processed accurately, timeously, and in compliance with legislative requirements.
Manage the registry office and ensure compliance with the file plan.
- Ensure that a retention and disposal program is implemented. Develop, implement and maintain Information and Records Policies and Procedures.
- Provide a monthly report to the Manager: Payroll and Records Administration on the Information and Records sub-unit regarding progress and/or any challenges. Attend to all document management-related enquiries from staff members.
General managerial functions which would include functions such as
- Management of staff members' performance assessments
- Management of staff leave
- Provide reports and assistance to both internal and external auditors as and when required
- Any other delegated functions as and when required.
