To support Team by providing efficient administrative support in the day-to-day operations and reporting on the Tirisano Construction Fund (TCF) Programmes.
Background of the Tirisano Construction Fund
Seven Construction Companies entered a Settlement Agreement with the South African government to establish the Tirisano Construction Fund. The Fund is constituted as a Trust and the Trustees are designated by seven construction companies and Government, plus a Trustee from SAFCEC - as outlined in the Settlement Agreement. The Settlement Agreement stipulates that the construction companies should collectively contribute R1.5 billion over 12 years (an average of R125 million per annum). The funds will be used for social and economic benefit to the construction industry, in seven programmes as follows:
- Enterprise Development Programme (EDP): the development and promotion of construction firms owned and managed by Black People through, for example, providing working capital at concessional rates;
- Engineering Bursaries Programme (EBP): providing bursaries to previously disadvantaged persons studying engineering, building science or quantity surveying at a tertiary institution, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
- Construction Occupations Development Programme (CODP): providing bursaries to previously disadvantaged persons being trained as artisans and/or the equivalent level of construction occupations, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
- Basic Education Programme (BEP): supporting and enhancing mathematics and science education at public schools;
- Social Infrastructure Programme (SIP): promoting social and economic welfare, including funding social infrastructure build programs for student accommodation, health clinics, rural bridges and sports fields at public schools;
- Technical Capacity Programme (TCP): funding the appointment of professionals to provide the Government with engineering, project management and other services that assist the Government (and local government), and strengthen its capacity, to design, construct, operate and maintain public infrastructure through, amongst others, the secondment of skilled personnel from organisations operating in RSA; and
- Professionalising Engineering Practitioners Programme (PEPP): through funding the relevant training academies and/or mentoring institutions which provide a structured development program for graduate engineers, to facilitate such engineers' registration by the Engineering Council of South Africa as "professional engineers" in terms of the Engineering Profession Act No. 46 of 2000.

Profile
MAIN DUTIES AND RESPONSIBILITIES
Internal / Operational Processes
- Facilitating TCF SAP information.
- Assist team in receiving, registering and organising applications to TCF Bid Windows, recruitment and other procurement.
- Assist team in screening applications for administrative and technical compliance.
- Assist in maintenance of pipeline status of applications, tracking and variance reporting to CEO and other senior managers.
- Assist in writing acknowledgements, acceptance for DD and rejection letters to conclude Bid Windows.
- Directly engaging with TCF Team to ensure that all documentation is on record and administration is up to date.
- Directly engaging with TCF consultants to ensure that all documentation is on record and administration is up to date.
- Being a conduit between TCF service providers and the relevant stakeholders.
- Ensure the integrity of the fund information.
- Timeous and accurate maintenance of the database of all projects in the Fund Portfolio.
- Ensure the execution of all administrative tasks of the funds managed by the programme.
- Support technical teams in Scoring of applications to Tirisano Programmes.
- Attend meetings as required by the CEO or other managers.
- Ensure that all correspondence is generated and records are kept in accordance with the IDC Processes.
- To ensure that all data capturing requirements are appropriately carried out
- To ensure both manual and electronic filing are effectively and efficiently carried out.
- Liaise with various stakeholders on administrative issues relating to the Fund.
- Attend construction site visits where required and support the team in reconciliation of expense claims and/or follow up administration.
- Assist in tracking and regularly report TCF Consultant Payments (Salaries and Travel Claims) to CEO and other managers.
- Tracking and regularly report TCF Disbursements of all programmes to CEO and other managers.
- Tracking and ensuring up-to-date repositories of TCF documents on Teams Portal (agreements, board resolutions and the like).

QUALIFICATIONS
- Diploma in Financial Management or similar
- Bookkeeping Diploma
KNOWLEDGE EXPERIENCE
- 2-5 years related experience of administering a programme
- Strong administration and bookkeeping skills
- Basic understanding of financial statements
- Ability to engage with stakeholders across all levels
