- Grade 12. Relevant National Diploma in Human Resources or Equivalent Qualifications NQF-6. Valid driver's License. Computer Literate MS Word, Excel, PowerPoint & Excel Pivot Tables. HR Systems: SAP SuccessFactors & EE Online Services. Project Management & Financial Management skills & experience.
- Competent in implementation, interpretation & enforcement of relevant legislation and applicable policies. Proven management skills including analytical thinking, empowerment, adaptability, communication & interpersonal, leadership skills, conceptual skills, presentation skills, conflict and stress management skills, negotiation skills, attention to detail, Report writing skills.
- Proven knowledge and understanding Employment Equity reporting's. A minimum of 03-05 years' relevant experience in Human resources within Local Government Authority.
DUTIES
- Operational administrative Recruitment and Selection function of permanent and temporary employees, including compilation, distribution and facilitation of advertisements, short listings and interviews and organisational structures aligned to Council Policy. Conduct and oversee screening, qualification verification, criminal checks, employment references, and other pre-employment verification processes.
- Provide professional guidance and support to Selection Committees on recruitment best practices, legislative compliance, and policy interpretation. update job descriptions. Monitor staff movements, update and maintain organisational structures. Ensure compliance with the Employment Equity Act, Labour Relations Act, Basic Conditions of Employment Act, Municipal Systems Act, and relevant municipal HR policies. Compile and submit Employment Equity reports EEA2 and EEA4.
- Maintain Employment Equity statistics and ensure timely submission of statutory reports. Compile recruitment reports & EE stats. Maintain accurate employee records and recruitment documentation. Responsible for the compilation of the Human Resource Development HRD Sub-Local Labour Forum Sub-LLF agenda for approval.
- Provide administrative support to the HRD Sub-LLF, including recording resolutions and maintaining accurate committee records. Liaise with organised labour to ensure the effective functioning of the HRD Sub-LLF. Perform any other related Ad Hoc tasks and duties as requested or required by management from time to time.
